Petroleum Tax Manager

DESCRIPTION

This position is to provide financial oversight over the accounting and reporting of income taxes and secondary taxes for the Petroleum division. The scope of this position will include management over core financial processes related to income and secondary taxes. This position will lead all Petroleum Tax Accounting activities globally and be expected to liaise directly with the Global Controller, Group Tax, Global Business Service Centers as well as senior members of Petroleum management to ensure that the proper stewardship model is maintained.

This position reports to the Global Petroleum Controller.
EXPERIENCE AND QUALIFICATIONS

* 10+ years experience in tax compliance and accounting in the resource industry with a preference for upstream oil & gas
* Expertise in U.S. federal and state, international, corporation and partnership taxation strongly preferred
* Working knowledge of various indirect/secondary taxes
* Working knowledge of applicable accounting standards (IFRS, FAS 109, IAS 12)
* Exposure to international tax and accounting preferred
* Excellent communication skills - able to interact with people at different levels of the organization
* Flexible personality that can effectively thrive in a team environment

ACCOUNTABILITIES

Tax Accounting and Compliance:

* Remain current on tax law changes impacting the petroleum industry
* Liaise with Group Tax to implement tax policies and procedures once endorsed by the Global Controller
* Work with the Regional Tax Advisors in order to ensure Petroleum Asset and Finance Teams understand and comply with all income tax advice provided by Group Tax.
* Work with Regional Tax Advisors to provide advice on indirect tax issues to Petroleum Asset and Finance teams.
* Develop and implement effective methodologies to analyze income, cash flows and tax liabilities to determine the cash and book profit outcomes
* Coordinate book tax accounting for Petroleum assets and entities
* Execute all tax accounting-related processes and tasks required by Group Tax and Group Accounting
* Working with the regional tax teams, coordinate data input for Petroleum tax returns and responses to inquiries or information data requests from government tax auditors
* Coordinate Petroleum review of tax returns and audit information
* Ensure that Petroleum management is informed of record keeping and documentation requirements to support tax return entries such as expense deductions and abandonments
* Manage and review BHP Billiton Petroleum’s accounting position to ensure proper financial statement presentation under USGAAP and International Accounting Standards
* Ensure that management reporting with respect to tax accounts is correct and fit for purpose
* Create and implement systems solutions and processes to efficiently capture and report tax accounting information for BHPB Petroleum leveraging from existing systems and processes
* Responsible for the complete and accurate reporting of tax balances and movements within the consolidated Petroleum reporting systems (Briefing Papers)
* Organize all activities related to the annual Stewardship Review including the sign-off of all balances

Advisor to Business on Tax-Related Issues:

* Participate in meetings and activities of the Global Controller Leadership Team
* Oversee the implementation of tax advice provided by Group Tax to support business decisions.
* Tax Accounting Team leader on special tax projects/restructures within the Petroleum division
* Work with Regional Tax Advisors to provide the necessary input for due diligence on acquisitions, divestments, asset transfers and other significant events
* Liaise with the Regional Tax Advisors and Group Tax to facilitate preparation of tax forecast models and tax return information including coordination with asset groups to obtain specifics for current and projected petroleum operations
* Ensure advise is received from Group Tax on all major transactions within Petroleum
* Work with the Regional Tax Advisors to ensure a proper review of all material contracts and legal documents to ensure no adverse tax consequences and that tax outcomes are well understood
* Review and develop tax calculations integrated into financial models used for analysis of project economics
* Responsible for the review of tax effecting assumptions used in the preparation of Petroleum’s annual budget and five-year-plan and quarterly forecast updates to the plan.
* Ensure all withholding tax requirements for the business are complied with.

Control Owner for SOX Certification:

* Responsible for full SOX certification of all financial secondary tax controls and processes owned by the Petroleum Tax team
* Process Owner for Tax - Oversee the tax process documentation for income and withholding tax and ensure that it is being complied with globally

People Management:

* Model appropriate leadership behavior at all times
* Identify development needs and develop training plan
* Coach team members to achieve objectives and address performance gaps
* Provide input to own goal setting and Performance Review
* Maintain competency models, competency assessments, and training and development programs for all team members
* Discuss goals & Performance Review with the Global Controller prior to distribution to team members
