Location: Saudi Arabia MINIMUM REQUIREMENTS: Education: Bachelor's degree in Engineering, Construction Management, Economics, Business Administration, or Accounting, or closely related major. Experience: Minimum of seven years cost engineering experience including at least three years devoted to petrochemical, refinery, pipeline, or power generation projects. Must be familiar with construction practices, materials, equipment. For none engineers, minimum ten (10) years cost engineering experience is required. OR Education: Certified by Institute of Building, Institute of Quantity Surveying, Royal Institute of Chartered Surveyors, HNC, HND. Experience: Ten years cost engineering experience including at least five years concentrated toward heavy industrial capital projects. Must be familiar with construction practices, materials, equipment. Must have ability to communicate fluently in both spoken and written English.
DUTIES/RESPONSIBILITIES: Responsible for the preparation, review, monitoring, analysis and repotting of all cost data for projects associated with capital expenditure program, as well as the division's net direct expenditures ( NDE ), Annual operating plan and five year business plan assists division Business Administrator and Project Manager in all cost related meters, directs contractor CTS Cost Engineers / Analysts in the preparation, review, monitoring & reporting on the following: Monthly project reports inoculation project planning updates (PPU) and monthly project updates (MPU) particularly cost commitments, expenditures and forecasts, monthly NDE cost sheet reports analysis and verification, Quarterly Variance Analysis, Accountability reports, Annual operating plan and five year business plan. Monthly information system (MIS) and balance Score Card (BSC) reporting. Opening and financial closing of account for capital projects. Review and analyze claims and change orders on project contracts, assists in preparation of cost portion of engineering procurement and construction contracts.
Provides all cost engineering expertise. Assists with preparation of cost portion of engineering, procurement and construction contracts. Collects, monitors, analyzes and reports all cost information through Project Manager. Reviews and analyzes all claims and change order on project contracts. Assists Cost Engineer I and project management in the negotiation of project contract as required. Advises lower level cost engineers (III and IV) of company cost engineering methods/procedures and coordinates assignments prepared by lower level cost engineers. Keeps abreast of significant developments in cost engineering by close review of technical literature, contacts with contractors, visits to area of construction and attendance of professional and technical meetings. Utilizes available computer cost engineering programs.
