Location: Singapore 1SAP is a business change initiative which involves designing the end - to - end business processes and underpinning SAP solution. 1SAP is the single most important initiative we have embarked on. It is a business transformation project designed to establish common processes and common metrics across all our assets worldwide. Release1 included Maintenance, Supply, Marketing and Finance functions and Release2, which is in conceptual design phase, covers Operations and Human Resource functions. The project implements 1SAP to all of BHP Billiton across 5 phases and is currently nearing the Release1 Go-Live Phase.
POSITION SYNOPSIS
As a member of the Project Management Office, the Project Controller is responsible for enabling appropriate levels of project discipline and supporting adequate levels of project governance and controls.
Reporting to the Project Controls Manager, you will demonstrate your in depth understanding of project management principles, as well as your competencies in the development, implementation and enforcement of project related procedures and controls.
Core accountabilities will include:
* Determine the staffing, responsibilities, and schedule within the project boundaries including the deployment sites.
* Develop and/or review estimates and estimating assumptions for the project’s schedule, effort, and cost using established estimating models, best practices, and past experience.
* Measure and monitor progress at clearly defined points in the process to ensure that the project is delivered on time, within budget, and that it meets or exceeds expectations. Balance scope, schedule, budget, quality, and risks. Make adjustments as necessary.
* Support the development, implementation, and maintenance of the Project Plan. Support the value-creating teams in the execution of their planned activities.
* Review and manage all changes to the requirements or commitments through a formally defined change control process.
* Ensure that all requirements, project plans, and changes to commitments are communicated to all affected team members.
* Ensure that the project team follows all quality assurance processes, including periodic reviews and transitions.
* Represent the controls team and the PMO at large at stakeholders meetings.
* Obtain buy-in from senior management for all key project plans, commitments, and changes including budget, schedule, and scope changes.
* Develop procedural documentation for project governance and control which complies with Group Level Documents (GLD), and other applicable policies and methodologies.
* Implement and enforce governance and control procedures, including risk and issues management, progress measurement and reporting and change control.
SKILLS & EXPERIENCE REQUIRED:
As part of the 1SAP Project Management team, the successful candidate will have proven experience in a project control position in a large, multi-geography project environment within a large complex and matrixed organisation. The role requires sound stakeholder management ability, a highly collaborative approach and the ability to build effective relationships with a broad range of corporate, technical and consulting stakeholders both internally and externally. A pragmatic, situational-aware and pro-active approach must complement sound analytical and problem solving skills. Experience gained within capital projects or a large scale IT project would be ideal. An understanding of Theory of Constraints and past experience with the Critical Chain project management methodology is desirable.
