Purpose
Supporting the Finance Manager in the provision of financial and commercial advice to the GOM JIU leadership team and overseeing the financial governance of the Joint Interest unit.
Under the direction of the Finance Manager, the Finance Analyst - GOM JIU will assist in the production division accounting, budgeting / forecasting / planning, business control and stewardship activities for the GOM team.
Reporting Relationships
* This position reports to the Finance Manager - GOM PU and JIU.
* This position will work closely with the multi-disciplinary GOM JIU team
Experience & Qualifications Required
* Bachelor’s degree in Business with a strong accounting representation
* CPA preferred but not required
* Five to ten years of broad finance and accounting experience within petroleum industry
* Strong interpersonal skills, a collaborative style, and the ability to communicate effectively at all levels.
* Experience with leading change management initiatives
* A self-starter who works well without direct or close supervision
Accountabilities:
Core Accountabilities
* Health, Safety, Environment and the Community o An overriding commitment to health, safety, environmental responsibility and sustainable development.
o Actively participate in compliance with HSEC goals and objectives for BHP Billiton Petroleum.
* Joint Venture Management o Coordinate and address joint venture financial issues (including budget and AFE reviews).
o Review and analyze financial data prepared by Operators for compliance with agreements and for presentation of underlying trends and variances to BHPB management.
o Provide input to the joint venture process.
* Annual Budgets & Quarterly Forecasts o Provide support for annual internal and external budget and forecast submissions involving liaison with multiple stakeholders including Joint Interest Unit Leadership Teams, Operators and Petroleum CSG Management.
o Prepare input to GOM JIU Monthly Operations and Financial Report commentary o Maintain GOM financial forecast models.
o Load budget/forecast data into business planning system, analyze and interpret outputs o Prepare standard presentation slides, budget and forecast packs o Focal point for analyzing non-operator budgets and forecasts and working issues arising from that analysis.
* Stewardship, Control & Data Integrity o Review of AFE’s.
o Provide input into and review operating / improvement, risk reduction & compliance capital budgets, forecasts and accruals.
o Review all financial reports including monthly P&L and balance sheets for accuracy and integrity regarding financial results for the Joint Interest Unit.
o Provide financial management information and initiate / support cost management across the Joint Interest Unit through improved cost control systems and reporting.
o Liaison with BHP Billiton Petroleum Senior Tax Advisor to facilitate compliance with tax legislation.
o Focal point for internal audits and participate in risk assessments.
o Provide input, review and participate in quarterly governance reviews (stewardship, accounting matters for consideration, Sarbanes Oxley controls, etc).
o Liaison with Controller function regarding all material business information which impacts the presentation of the financial statements
* Other o Interface with Development Division to manage operational readiness and smooth transition of development projects into the Production Division.
o Prepare analysis, proposals and information required for managing joint venture affairs.
o Finance review of contracts and commercial agreements.
o Assist with the provision of guidance and advice in relation to the Petroleum Approvals Framework, including delegations of authority.
o Assist in providing training and awareness of financial and commercial matters impacting the JIUs to other team members.
o Coaching and influencing to ensure financial compliance, commercial viability, cost control and value adding initiatives.
o Identify process improvement opportunities to streamline activities.
