Offshore Installation Manager [OIM] Singapore
Reports to: Area of Operations Manager
Key Duties and Responsibilities:
Efficiently manage the health, safety and welfare of all personnel on board the installation.
Ensure contractual obligations are satisfied as the company representative.
Ensure compliance with all applicable legislation, guidelines, company policies and procedures.
Principle Functions of the Position:
Plan and coordinate with the Superintendents all production and maintenance activities so as to achieve production targets.
Ensure implementation of the Company Safety Management System i.e. compliance with legislation, company policies, standards and procedures, monitoring compliance by all other personnel.
Promote a safety culture where all personnel have an understanding of the Operations Safety Case and operate rigorously in accordance with it.
Safety Critical Functions
Assume responsibility and lead the on board Emergency Response Organization in the event of an emergency.
Act as On Scene Coordinator in the event of a major incident local to the installation.
Presence in the Central Room to oversee critical operations, particularly in any emergency, or safety critical situation as deemed necessary.
Experience Factors
Minimum 10 years offshore experience, including at least 5 years in a supervisory / management position.
Previous experience as an OIM.
Previous FPSO experience.
Familiarization with the plant and systems of the installation to which the OIM is appointed e.g. through involvement in commissioning activities and/or an introduction period offshore with an experienced incumbent.
COMPETENCE CRITERIA
Academic Achievements / CertificationsMEP
Technical Training to at least HND level (or equivalent)
Degree or equivalent in Engineering / Science
VQ – Competence Standard: Managing Offshore Installations – Controlling Emergencies (or equivalent)
Demonstrated Knowledge / Skills
Thorough understanding of relevant requirements of Country offshore H&S and Environmental legislation, official guidance and industry guidance, including legislation governing Waste Management and Pollution Prevention.
Thorough knowledge of the FPSO Emergency Response Organization and Plans; Escape, Evacuation and Rescue methods, including helicopter and standby vessel operations; alerting and SAR routines (OIM Search and Rescue Manual).
Understanding of the FPSO mooring system; safe operating envelopes; CALM Buoy system including production swivel.
