CH2M HILL Interface Manager (Residential Developments ) - Doha, Qatar
General Summary:
The Interface Manager – Residential Developments reports directly to the Deputy Programme Director for Non-Competition Venues and is accountable for the monitoring and oversight of all residential developments, including Lusail and team base camp clusters, required for a successful 2022 World Cup tournament (Tournament) experience. Such residential developments are considered Non-Competition Venues under CH2M HILL's Programme Management Consultant (PMC) scope of services.
The general duties and responsibilities of this position are:
- Assure proper interface between all railway works and the Competition Venues, Non-Competition Venues and other infrastructure components.
- Coordinate stakeholder engagement and integration to achieve programme objectives for scope, budget, schedule, quality, sustainability, legacy, etc.
- Make certain that the FIFA requirements, Qatar 2022 FIFA World Cup Bid Book commitments and pertinent aspects of the National Vision 2030 are fully and satisfactorily achieved.
- Facilitate delivery of the railway works to support timely construction of Competition Venues and Tournament.
- Actively participate in working groups aimed at providing solutions to delivery challenges, such as construction logistics, supply chain, sustainability, social concerns, and legacy.
- Assist in the collection and analysis of project performance data (e.g., schedule, cost, safety, resource requirements, and sustainability) from stakeholders.
- Provide vision and leadership to staff and stakeholders.
- Endorse and adhere to programme policies and procedures (i.e., exemplify culture of discipline).
- Foresee programme risks and offer real-time mitigation strategies.
Essential Duties & Responsibilities:
As the PMC, CH2M HILL is directly responsible for managing the delivery of the Competition Venues and accountable for coordination and monitoring of Non-Competition Venues and Infrastructure on behalf of the Qatar 2022 Supreme Committee. The position of Interface Manager will therefore require close coordination, alignment, and communication among the delivering entities, key stakeholders, PMC team, and the Qatar2022 Supreme Committee.
The delegated authority limits of the Interface Manager will be determined with client team and communicated through programme governance.
The specific requirements and accountabilities of this position are as follows:
- Liaise with the delivering parties and all affected stakeholders to assure that the facilities are being delivered to the quality, schedule, budget, sustainability, legacy and other requirements of the programme.
- Participate in working groups addressing permitting and approvals, logistics, interface management, business process efficiency, HSSE, sustainability, legacy, and other areas affecting programme delivery.
- Assess master plans for adequacy and proper coordination.
- Evaluate design documents to assess sufficiency for construction purposes and inclusion of critical FIFA and Supreme Committee requirements.
- Monitor for adherence to permitting protocols.
- Cooperate with municipalities and approving authorities.
- Review contracts and agreements for appropriate contracting strategy and administrative enforceability.
- Endorse suitable change management protocols consistent with programme requirements and monitor for changes in scope, schedule and budget.
- Foresee project risks, offer real-time mitigation strategies, and report high risk matters to the Supreme Committee.
- Prepare monthly reports and other documentation as requested.
- Visit work sites, observe situations affecting programme performance and prepare reports of observations and findings.
- Enforce provisions of Memoranda of Understanding and Cooperation Agreements.
- Review of project schedules for adequacy with respect to delivery milestones, level of detail, WBS, logic, duration, and resources.
- Validate accuracy of information reported by delivering entities, including progress, budget, safety, etc.
- Coordinate with interfacing Competition Venues, Non-Competition Venues and other infrastructure projects.
- Communicate with others in an effective and respectful manner.
- Adhere to all programme governance, policies, and processes.
- Adhere to the high ethical standards of CH2M HILL.
- Represent CH2M HILL and the Qatar 2022 Supreme Committee with the highest level of professionalism.
Basic Qualifications
Key qualifications for this position include:
The successful candidate will have a:
- B.S. degree in engineering, plus 20 or more years of relevant work experience, including both design and construction of complex railway projects.
- Previous work experience in the State of Qatar is preferred.
- Because of the size and complexity of the projects being coordinated and monitored, the qualified candidate must demonstrate a high degree of technical proficiency, subject matter expertise, and the necessary interpersonal skills to effectively influence the delivering entities and stakeholders.
- The candidate must be able to identify potential delivery risks and offer timely technical solutions.
- Excellent oral and written communication skills in English are required.
- Ability to speak Arabic is a plus.
- The applicant must be highly motivated and able to work independently.
Job Specifications & Scope of Responsibility:
The successful candidate must have the following:
- Requisite number of years of relevant work experience, including both design and construction of residential developments and similar venues.
- Minimum of 5 years as a lead project or programme manager.
- Preference will be given to previous work experience in the State of Qatar.
- High degree of technical proficiency in the successful delivery of programmes and/or projects of similar size and complexity.
- Maturity and interpersonal skills needed to effectively influence the delivering entities and stakeholders.
- Experience in effective cost and schedule management.
- Proficiency in risk management, safety, quality and sustainability aspects.
- Excellent oral and written communication skills in English.
- Preference will be given to those who can communicate in English and Arabic.
- Motivated and able to work independently.
- Demonstrated adherence to high ethical standards.
Education, & Experience:
- Minimum of a Bachelor's Degree in engineering.
- Minimum of 20 years post-qualification experience on relevant projects.
- Previous experience in the State of Qatar preferred.
Working Conditions & Physical Requirements:
- Capability and willingness to perform work at construction sites.
- Ability to secure and maintain Qatar residency and a valid driver's licence.
