Our client is a multinational Real Estate Group with core business in origination, administration and execution of Medio Oriente Real Estate project.

The preparation of contracts for Facilities Management construction and general services relevant to the master planned communities for which the Contracts Group is directly responsible.

Within the aims, objectives and procedures of the Department, to undertake the preparation of tender documents, calls for tender, review of tender submissions, development and documenting of tender reviews, and making recommendations for the award of contracts.
Provide supporting commercial advice and undertake negotiations as required.

To provide contract management and advice across the NAM portfolio.
Role and Requirements
" The development and implementation of the annual NAM contract development plan.
" To develop and establish specific service performance requirements.
" To provide continuous review of the service contracts management system.
" To proactively provide advice on which items and/or processes within the FM service contracts that supervisory staff should regularly monitor and report on.
" To ensure that the FM service contracts management system is able to deliver a level and quality of service in accordance with the Employer's requirements.
" Recommend any necessary changes to the Department's relevant practices and procedures, with respect to contractual issues.
" To participate as necessary in Employer liaison at a senior level, with a view to developing a clear understanding of requirements and cooperation in providing a first class service.
" Assist in the training of Real Estate & Asset Management staff, as appropriate.
" Negotiation of Joint ventures; service contracts; support agreements; bonds; commercial and construction contracts in both an open tender and sole supplier environment.
Experience review
" A combination of working in Public and/or Private sector organizations with strict corporate governance.
" Exposure to large capital projects in the Public and or Private sectors and dealing with large multi-disciplinary tasking.
" Technical profession with extensive contracts background and a proven tack record in service contracts.
" The ability to work within a contracts management team in a newly formed organizational structure, whilst incorporating provisions for continuous development and change.

KNOWLEDGE OF:
" Contracts and methods of procurement
" Principles and practices of infrastructure and facilities management.
" Laws and regulations underlying contract management.
" Standard contract forms.
" Principles and techniques of operating budget development and administration.
" Principles and practices of organization, administration and personnel management.
ABILITY TO:
" Identify, coordinate and resolve a wide variety of issues that may arise in the administration of contracts.
" Plan, prioritize, assign and direct the work of professional, technical and clerical personnel.
" Deal with newly emerging attitudes in the environmental and economic impact of a growing commercial structure.
" Assist in the development and administration of sound departmental policies.
" Communicate clearly and concisely, both orally and in writing.
" Select, supervise, train and evaluate personnel.
" Establish and maintain effective working relationships with those contacted in the course of work.
" A confident negotiator.

Competency Description

Technical The Contracts Manager must be properly trained and have a recognised university degree relevant to the preparation and administration of contracts.
Management Organisational skills in a related operational environment. Excellent written and verbal communication skills are required.
Experience: 10 years of progressively responsible experience, specialising in FM service contract development and implementation, relating to residential, commercial and retail environments.
