Cluster Director - Construction Materials

Our client is a world-class organization in Riyadh, Saudi Arabia that has the responsibility for developing manufacturing clusters and attracting multinational and local companies to invest in these clusters. They are initially targeting the following 5 clusters: the automotive value chain, metals processing, consumer goods, packaging and construction material. The organization is searching for global executives to form their senior management team. The mission of the program is to grow and diversify the Saudi economy by developing these targeted industrial sectors.

CONSTRUCTION MATERIALS CLUSTER FOCUSES ON:
1. Valves for oil and gas and general construction
2. construction chemicals and polymers and Adhesives
3. Glass
4. Cut stone, Ceramics and refractory

POSITION SUMMARY
The Director will be responsible for developing the cluster vision and strategy and executing the strategy to achieve the organization objectives. The Director will be responsible for identifying and evaluating the manufacturing and supporting businesses that need to be established in the cluster. He will also be responsible for attracting knowledge based investors to these cluster businesses.

MAJOR DUTIES AND RESPONSIBILITIES
• Develop the cluster vision and strategy and identify the projects that are needed to create and grow the cluster.
• Conduct pre-feasibility studies including market analysis to determine the economic feasibility of the projects and identify the economic and regulatory enablers that are required to make these projects viable.
• Develop the cluster and projects value propositions and market the projects to knowledge based investors.
• Develop negotiation parameters and conduct negotiations with relevant parties to support new business ventures entering into the market.
• Identify barriers that preclude investments in the cluster projects and develop methods to overcome/resolve these barriers.
• Responsible for the short and long term health and growth of the Cluster. Ensure that the strategy and implementation programs are progressing according to plan and that any impediments are effectively resolved.

SKILLS AND ABILITIES
• Ability to develop business strategies and to execute these strategies.
• Ability to conduct economic studies and market analysis.
• Ability to perform research and gather market intelligence.
• Effective project and business development skills.
• Strong Leadership skills including results driven, excellent executer and effective communicator.
• Proficiency in the English language in oral and written form.
Qualifications & Experience
• Bachelor’s degree in Engineering or equivalent; MBA is preferred or equivalent management experience in Business Development.
• A minimum of 8-12 years of relevant experience from the construction material manufacturing industry.
• Proven achievement and track record.
• Experience with executing major projects/programs, business development and feasibility study work.
