Job descriptionMAJOR RESPONSIBILITIES
1.Provides, with full responsibility and accountability, loss prevention design and technical services that are in compliance with the latest codes, standards and safety regulations, for all stages of project life cycle. Exercise full technical responsibility of the loss prevention engineering design for all assigned projects.
2.Develops cost effective, safe and fit for purpose loss prevention engineering design solutions to suit Corporate requirements. Ensure full life cycle costs are taken into consideration during decision making process for design.
3.Co-ordinates, interface and provide inputs with other parties, activities for all assigned projects, on technical matters, projects schedule and implementation strategy in various phases of lifecycle i.e. Study, SOW preparation, Pre-award evaluations, Engineering, Procurement, Commissioning and Start-up phases.
4.Carries out Firewater Demand Estimation and prepare Project Specific Fire & Safety Philosophy to conceptual design for assigned projects if necessary.
5.Carries out in-house HAZOP studies where necessary to progress a project within defined schedule limitations.
6.Prepares in-house loss prevention engineering documents for FEED and detailed designs for fast track critical projects where necessary to meet operational defined milestones and deadlines.
7.Prepares project specific loss prevention data sheets for equipment where necessary to progress a project or to meet operational defined milestones and deadlines.
8.Participates in Value Engineering and Risk Assessment activities. Ensures that end user requirements are identified and met in a safe and reliable, but cost effective manner.
9.Ensures all applicable environmental and Safety standards and policies, within Loss Prevention design engineering are fully incorporated on all assigned projects.
10.Provides technical assessment and recommendation of tenderers, as member of Tender evaluation committee. Review all tender documents including contractors Loss Prevention Engineer CV’s company profile, HSE policies & HSEM procedures, method statement etc.
11.Reviews new loss prevention technologies and assesses suitability for use within QP facilities. Makes presentations and makes technical submissions to senior management as required.
12.Provides structured training and development of Qatari loss prevention Engineers.
13.Provides technical engineering input for Contractor Claims and Variations for the assigned projects.
14.Deputise for Lead Engineer as required.
15.Preparation of Functional requirements for Active and Passive fire protection systems, Fire & gas Detection Systems, ESD systems, General Alarm Systems and Escape & Evacuation Systems.
16.Provides Loss Prevention input to statement of Requirement’s (SOR), and prepare Loss Prevention part of scope of Work (SOW) for the following types of Contracts:
a.Engineering Consultancy Services (ECS)
b.Front End Engineering Design (FEED)
c.Engineering Procurement, Installation and Construction (EPIC)
d.Procurement, Installation and Construction (PIC)
17.Assists the Maintenance Departments by preparing technical assessment and remediation reports.
18.Acts as Engineering Coordinator to coordinate within technical services department for preparation of In-House FEED, Detailed Design and Scope of work for the assigned projects.
19.Provides technical and design services to Operations Departments as requested through the Miscellaneous Work Request System.
20.Carries of Single Discipline (SDC) and Inter Disciplinary (IDC) Checks for the assigned projects.
21.Participates in design review meetings with Consultants and Contractors to provide guidance and direction in all loss prevention engineering matters, thus ensuring full compliance with Company requirements.
22.Reviews and approves Contractor’s loss prevention engineering deliverables (Drawings, Calculations, Specifications, method statements, Operating manual etc) for ECS, FEED and EPIC Contracts to ensure compliance with latest Codes Standards, and Company requirements.
23.Participates in HAZOP and HAZID teams/studies.
24.Participates in, and review Quantitative Risk Assessment (QRA) reports and implements the recommendations as applicable in projects.
25.Reviews and approves HAZOP Chairman CV & HAZOPS Procedures.
26.Estimates man-hour requirements for preparation and review of Loss Prevention Engineering deliverable for assigned projects.
27.Reviews existing procedures, technical standards, and specifications and recommend amendments.
28.Identify to the Lead Engineer any additional resources required to complete assigned projects.
29.Attends and witness FATs and SATs.
30.Reviews the pre-commissioning and commissioning documents submitted by contractor for the assigned projects.
31.Supports Operations in resolving technical issues that requires Loss prevention design related inputs to ensure safe and smooth operation of the offshore oil and gas production facilities.
32.Provides technical support during construction and commissioning and start-up activities to ensure all work is carried out in a safe manner, and in accordance with the approved designs.
33.Initiates Vendor Review for a project and assessment of Vendors and their products in updating the department’s Preferred Vendor List (PVL).
34.Reviews and verify Waiver Request and Technical Queries received from Contractor/Vendor.
35.Ensures that works carried out are within the framework of Corporation’s and Department’s approved Quality Management System to meet the Quality Objectives.
36.Directly responsible for ensuring that the loss prevention engineering deliverables of Contractors and Consultants is in compliance with Company’s requirements. Assesses and approves/recommends suitability of Loss Prevention engineering submissions by Contractors and Consultants.
37.Single point technical responsibility and accountability for all assigned projects, within loss prevention engineering area of authority.
38.Able to operate within broad guidelines set by established Company procedures, and guided by Engineering Codes and standards.
39.Responsible and accountable for technical integrity and safety of designs.
40.Requires minimal guidance and instructions.
41.Assess and recommend technical suitability of Tenderers to perform the work, within Loss Prevention engineering areas of responsibility.
42.Has a responsibility for ensuring Company obtains value for money and compliance with budget requirements.
43.Assess suitability of requested deviations from Company and international Standards and Codes of Practice.
44.Implementation of projects entails expenditure of hundred of millions of QR, generating large multiples in cash of revenue to the Company.
45.Areas of responsibility and magnitude of projects handled have a direct effect on timely revenue generation for Company. Impact of decisions made during project design stages may not necessarily be known until after project completion in the field, and capital expenditure spent. By this time remedial actions, if necessary, may not be possible or may be prohibitively expensive.
46.Considering magnitude of the number and size of projects undertaken, it is essential that every action is undertaken to minimize the Company’s exposure to risk, and maximize revenue generation.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsible and accountable for Loss Prevention Design of facilities for assigned projects from definition through execution phases. Execute corporate plans to sustain and enhance hydrocarbon production, as directed, through implementation of fit-for-purpose, safe and environmentally sound Loss Prevention engineering while assuming full responsibility and accountability for technical integrity of designs. Approves designs and verifies that plants and facilities are built to the approved designs. Provide an internal service to the project(s), carry out in-house Conceptual Studies, FEED and Detailed Designs. Contributes to the update of Loss Prevention related Codes, Standards, Specifications and Philosophies.
RequirementsEXPERIENCE AND QUALIFICATIONS
•Bachelor degree in Chemical/Mechanical Engineering
•15 years or more of post graduate experience in oil & gas industry. Of these, there should be minimum 5 years of experience in design and engineering of offshore oil and gas installations.
•Chartered Engineer status or equivalent.
•Proficiency in use of Loss Prevention engineering software like PHA-Works for HAZOPs, PHAST, FRED, SAFETI & CIRRUS
•Supervisory skills
•Ability to work effectively in a multidisciplinary team environment.
•Ability to plan and organize workload comprising multiple projects, located in company’s different offshore operational areas.
•Proven technical competency in Loss Prevention engineering and ability to carry out Project Safety Reviews, HAZOP Sessions, safe and fit-for-purpose designs.
•Presentation skills.
•Thorough knowledge of industry/international standards and ability to interrupt the same for specific applications.
•Working Knowledge of Contracts
•Experience in construction, commissioning and start-up activities.
