Job descriptionRESPONSIBILITIES:
Lead administering and execution of overall commissioning plan and key support to start-up program in specialty disciplines to enable the effective execution of systems commissioning/acceptance tasks and identification/mitigation of "look ahead" activities critical to ensuring an orderly integration of Producing Facilities between the Construction and Operations phases
Development of commissioning strategies and coordination of site personnel towards implementation of all Contract deliverables for the successful execution of the project commissioning work scope
High level of focus on Punchlist identification and resolution of same
Specifically:
Coordinate the safety and environmental management of all Project commissioning activities. Ensure all discipline activities are carried out in a safe manner and within the Permit to Work procedure.
Develop the Commissioning Plan which includes the Coordination Plan, Execution Plan, Turnover Plan & Startup Plan.
Coordinate assigned site discipline engineers, operations personnel, discipline specialist and vendors during Pre-mechanical Completion activities including witnessing, verification and providing support.
Provide leadership on all matters relating to Pre-Mechanical Completion and Commissioning and provide guidance to Startup.
Liaison with Construction Team on mechanical completion of equipment, facilities and systems and provide a single point of contact for Operations Interface on commissioning activities.
Works closely with the Contractor on the management, execution and completion of system "A" and "B" completion check sheets and Functional Test Procedures. Tracks punchlist items resolution.
Ensure development, population and quality of winPCS data management system with data collection and documentation maintenance for handover to Company. Provide status reporting to management with same tool.
Identify manpower requirements at key phases and submit recommendation for mobilization.
Provide commissioning input for system specific Safety and Operability reviews.
Steward commissioning spares & review of Startup and Operating initial fills and spares.
Develop interface/transition to steady state operations of systems, process and people.
RequirementsTechnical Requirements
- An Engineering degree is desired
- Twenty years (20+) years experience in Oil & Gas processing is required with 10+ years commissioning LNG processes
- Direct "hands on" experience in plant/system start-up is required
- High safety awareness & working knowledge of simultaneous operations is essential
Interpersonal Skills
- Requires outstanding interpersonal skills and ability to interact effectively with customers of diverse backgrounds
- Must be excellent facilitator
- Must exhibit strong analytical, verbal and written communications skills
- Requires the ability to build consensus in areas of contention while enhancing working relationships
