Summary Description of Duties:
Purpose of Role
To lead the execution of the strategy for the Environmental team; to ensure alignment with the organization’s long-term strategy. To coordinate environmental activities, including identifying issues and completing tasks related to exploration, permitting, construction, operation, closure, and post-closure of company operations. To ensure continued growth of the Environmental team and to maximize operational efficiencies and profitability. To coordinate and advise senior management and all mine employees on all aspects of environmental compliance and planning.
Key Areas of Responsibility & Duties
1. To develop and implement environmental business practices that align with the organization’s overall strategy
Develops and implements an effective environmental management system
Implements processes, policies, systems, and practices within the environmental area that contribute to a effective business practices
Acts as a change agent and project sponsor for key initiatives; models organizational values, sets the cultural tone, and prioritizes business goals
Collaborates with senior management to identify and analyze business requirements and the implications for the team; identifies gaps and implements agreed upon solutions
Identifies key performance measures for the team; monitors and reports on achievement of targets and revises strategies as needed
Implements corporate environmental policies ensuring compliance with state and federal environmental statutes and regulations; and compliance with local, state, and federal permit and license requirements
Identifies and initiates appropriate base line environmental studies to expedite permitting of new projects
Negotiates mitigation conditions, permit stipulations, and operational conditions to meet mine objectives for safe and efficient operations
Represents the company in negotiations with federal, state, and local regulatory agencies on permit restrictions and requirements
Administers the establishment of reclamation bonding for mining and exploration activities
Minimizes present and future environmental risks and liabilities
Oversees the function of reclamation of the property
Communicates with environmental and legal entities in the maintenance of land and water management strategies with limited corporate support
Initiates permitting of exploration projects, establishes required reclamation survey, initiates concurrent reclamation when appropriate, and ensures compliance with regulatory and permit requirements
2. To lead and manage a team responsible for executing environmental strategy
Identifies strategies and key performance goals and acts as an advisor to direct reports; works to overcome challenges and barriers and minimize risk
Sets performance targets and measures, monitors, and manages overall performance of the team and direct reports
Builds the capabilities of the team to enhance their ability to achieve financial and operating strategy; hires appropriately, leverages the talents of the team, and takes corrective action where necessary
Delegates tasks to facilitate completion of environmental studies and monitoring / sampling programs during baseline (pre-construction), design, construction, operation, closure, and post-closure
Qualifications:
KEY COMPETENCIES REQUIRED FOR SUCCESS
BA or BSc degree in Environmental Engineering, Natural Resource Management, Biological Sciences, or Mining Engineering, or equivalent experience with increasing levels of responsibility
Additional specialized education of up to 2 years
Formal professional or technical registration in appropriate area of expertise
Minimum of 8-10 years environmental management experience is required, preferably in the mining industry
Previous experience in reclamation is desired
Previous experience directing work teams
Thorough understanding of federal, state, and local environmental laws and regulations, as they relate to mining operations (CERCLA, RCRA, CWA, CAA, SARA Title III etc.)
Understanding and specific knowledge of ‘multiple use’ land management concepts as they relate to mining, forestry, agriculture, and recreation
Basic knowledge of all phases of mining and milling operations
A working knowledge of the provisions of all environmental permits and regulations
Working knowledge and skills with a PC utilizing word processing and spreadsheet programs
Experience in managing people in diverse functional / technical areas
Excellent administrative and organizational skills with the ability to communicate effectively both orally and in writing
