This position is responsible for the full life cycle delivery of International Assignment services for BHP Billiton Petroleum. The role ensures all IAs receive service within negotiated service levels (quality, cost and timeliness) in accordance with set policies and governance; lead improvements in customer service delivery by identifying service gaps, recommending improvement; manage the development, implementation and IA compensation, tax, immigration and relocation services.

ROLES AND RESPONSIBILITIES
* Own and drive the core accountabilities of the Petroleum service delivery, and provide leadership for Global Mobility (GM) within Petroleum.
* Manage the GM activity to ensure optimum efficiency within the team.
* Ensure the output of the team is to the highest possible standard, ensuring seamless support to International Assignees (IAs).
* Act as the primary point of specialist GM knowledge within the Petroleum.
* Provide case management support for GM, including consulting support, review of Global Mobility Administration Provider (GMAP) documentation, risk mitigation activities and other GM processes.
* Ensure all work undertaken complies with relevant Petroleum and local regulation, legislation and compliance risk with respect to GM.
* Provide service and support to the HR Leadership Team and employees in relation to GM issues.
* Conduct GM engagement activities o Ensure active communication and engagement with IAs o Deliver and communicate GM procedure, processes and Petroleum location specific processes and requirements to IAs o Manage IA queries to resolution o Ensure IAs have understanding of International remuneration
* Implement GM procedure o Assist Petroleum HR to interpret GM procedure, identify assignment types and contractual requirements o Identify requirement outside of procedure and escalate as necessary o Recommend amendments to GM procedure, processes, tools, templates and systems based on GM operational requirements o Communicate GM procedures/process change and operational implications to the Petroleum community o Oversee administration of GM to ensure consistent application
* Establish and maintain ongoing relationship with Petroleum Management, Petroleum HR Leadership, GM Group Function, GMAP, IAs, Accounts Payable, Payroll and the applicable logistics/regulatory service providers.
* Conduct remuneration management activities o Provide specialist advice to HR practitioners in relation to International remuneration in areas such as procedure interpretation, cost of living differentials, superannuation/pension and taxation o Liaise with relevant tax providers and GM Group Function for additional specialist or technical advice o Review GMAP produced documentation as required, including items such as cost of living data, location and site allowances, salary sacrifice arrangements, application of foreign exchange rate, annual salary review and incentive payments for IAs
* Liaise with Service Providers o Ensure service to IAs and business is consistent with agreed service standards in terms of quality, cost and timeliness o Build and develop relationships with continual improvement focus o Liaise with GM Group Function to ensure contract KPIs are met o Issue resolution and escalation o Review and validate invoices from GMAP
* Conduct reporting activities for GM
o Accountable for validation of payroll files/advice provided by GMAP
o Review, validate and action Petroleum IA reporting (including assignment type, home and host locations, pension arrangements, visa status, health cover status, eligibility for tax services), expenses entitlements, as provided by GMAP
* Conduct annual salary review activities o Coordinate annual salary review process for IAs o Provide required salary and bonus information to GMAP and timely validation of all calculations within Group R&R salary review timelines o Manage communication of salary review adjustments and queries with IA population
* Improve process o Identify opportunities for greater efficiencies in service delivery and resultant cost savings o Complete satisfaction surveys and provide constructive feedback to the GM Group Function
* Liaise with the GM Group Function on improvement opportunities

EXPERIENCE AND QUALIFICATIONS
Qualification
*
An undergraduate degree in HR, business-related discipline or equivalent professional experience.
Experience & Technical Competencies
* Appropriate people management and team leadership expertise
* Minimum 5 years extensive experience in the development, management and administration of various IA programs (i.e., remuneration, destination services, policy development/interpretation, systems and procedures)
* HR Generalist experience in the International HR
* Experience in communicating knowledge of specialist area and presenting potential solutions for customers
* Proven ability to develop and coordinate external service provider relationships
* Demonstrated issue resolution skills
* Working knowledge of payroll processing
* Knowledge of SAP
* Budget and forecasting experience
* Prior responsibility for managing a cost centre and budget accountability
