BASIC PURPOSE
The QMS Manager is responsible for implementing and managing the Quality Management System across Petroleum - first within Development and Engineering, between BHPB, partners and 3rd Parties, then later to the remainder of Petroleum as the QMS becomes more robust. The QMS Supervisor is responsible for work processes and supporting tools to identify controllable quality risks and develop assurance and mitigation plans to assure delivery. The QMS Supervisor will work with Quality Advisors, engineering staff, and supply personnel to ensure that each project conforms to BHP Billiton Petroleum quality management requirements. The QMS Supervisor is responsible for driving the organization in achieving Quality objectives that support business strategies.
ACCOUNTABILITIES
• Implement, grow and refine the BHPB Quality Framework as a leading organizational capability
• Ensure that each project team addresses quality management proactively
• Provide common tools and techniques for application across Development and Engineering
• Mentor project directors and project quality personnel regarding impact and application of the Quality Management System
• Improve the QMS continuously - by incorporating lessons learned and best practices into common systems, sharing information across functional and geographic boundaries
• Develop influence and contractual strength in driving improved Quality standards and behaviors into BHPB development partnerships and 3rd party engineering/manufacturing firms
• Reporting key metrics to Presidents as indicators of trends, issues, progress for action

ROLES AND RESPONSIBILITIES
Quality Assurance
• Assign Quality Advisors to projects
• Mentor project and engineering personnel regarding application of Quality systems
• Develop necessary methods, techniques and measures for organizational improvement in mitigating quality risk
Quality Control
• Track and report Quality KPI’s
• Coordinate investigation of causes of Quality deviation
• Conduct Quality audits of projects
Governance
• Establish and maintain Quality standards and procedures
• Communicate significant quality risks and mitigations to management
• Coordinate functional reviews and functional assists from a quality perspective.
• Ensure integration of Quality Risk assessment with the MOC process to ensure improved impact assessment and decision making
• EnAssure appropriate quality policies, terms and performance are incorporated into Supply Chain contracts and relationships

• Maintain the Quality Framework and Quality Elements
• Establish systematic method to identify, document, transform and apply lessons learned
• Develop a method to conduct learning assists for each project phase

EXPERIENCE AND QUALIFICATIONS
Qualifications
• Undergraduate degree in engineering or equivalent. MBA a plus.
• Minimum of 15 years experience executing capital projects preferably in the Petroleum industry.
Experience & Technical Competencies
• Broad experience in management, auditing, behavioural observation and risk assessment techniques
• Prior experience co-ordinating the efforts of those responsible for engineering, procurement, fabrication, hook-up, commissioning, and start-up.
• Experience in all phases of projects, from inception through project close out.
• Demonstrated capabilities in leadership, interpersonal relationships and communication skills
• Experience with project implementation under strict HSE Protocols
