Wells Lead Project Services Engineer

Wells Lead Project Services Engineer required for major operator based in Angola, with initial period in UK. Position to start November 2009, transferring to Angola in January 2010. Contract term 1 year renewable.

The Wells Project Services Team leader will report to the Programme Services Manager in the UK. The team leader for Wells Project Services is responsible for fulfilling information requirements of BP�s major projects related to the drilling and completion of wells in that project. Well�s cost accounts for as much as one-third of total project spend and sometimes as much as 90% of project annual spend after start-up. It is essential that rigorous processes be applied to track costs, develop MI for feedback to the project, partners and the concessionaire and subsequently reconcile all charges allocated to wells cost centers in SAP. The team leader is responsible for supervising and developing the local workforce in the delivery of the cost information for both capital expenditures and the allocated costs for personnel and overhead. This work also includes annual budgeting and tracking of spend for the GFO process and is developing to also being responsible for tracking contract spend levels versus approved levels by the concessionaire.

Liaison & communication with Programme services team
Develop Luanda Project services organizational capability
Luanda Project Services staff mentoring, coaching and control

Estimating:
Owner of multi-well estimator
Support development of single well estimates

Cost Engineering:
Monthly Value of work done reporting
Cost trend analysis (cost pressures & opportunities)
Develop wells overall forecast
Champion & utilise Kildrummy Cost Manager reporting system
Well cost metrics �Cost Book�
EPTG order cost control
Maximo Requisition generation
Recovery analysis under PSA
Reporting by contractor for PSCM vendor management

Financial:
AFE coordination / oversight
Accrual generation
Cash Call Analysis
Wells cost tracking system CTX administration / generation
SAP Reporting/Analysis
E-Invoicing Account verification
GFO / LTP inputs
P&O analysis
Partner Financial Committee Participation

Scheduling:
Develop Level 2 wells delivery schedule
Operational Schedule detailed Level 3
Construction Schedule
Integrated Schedule inputs
Schedule risk analysis
Surf & Operations schedule interface
Milestone development & tracking
Rig P10/P90 Schedule
Progress measurement

Other:
Document management
Project Services Procedures
Performance contract development & tracking
Risk analysis quantification using RAT tool
Management of change cost & schedule impacts

Essential Criteria & Qualifications:

Must hold a degree from accredited university in business or engineering
E&P major projects experience - budget and cost performance - tracking and forecasting
Experience in E&P business
Fluent in written and spoken English
Proficient in the use of scheduling and cost control tools
Experience in developing local workforce
Experience with SAP required
