Job descriptionMAIN RESPONSIBILITIES:
Lead and support the cost engineering, estimating and reporting efforts for the execution phase of a $1.0bn+ CapEx project in Ras Laffan City, Qatar. The objective of the project is to recover LNG boil-off gas being flared at the LNG loading terminal
The Project Cost Specialist will be required:
To coordinate with and assist Project Management in the provision of a comprehensive Integrated Cost Control, Reporting and Monitoring function for the Project. To perform all cost/forecasting analysis and consolidations of same at a summary level for internal and external reporting to Project Management, Partners, Shareholders, various external financial and statutory organizations to satisfy budget, cost and forecast management information requirements for the duration of the Project.
To assist in development and maintenance of the Project Work Breakdown Structure (WBS) and standard code of accounts (SCOA) and the integrity of Project cost database. To forecast, monitor and control all Project commitments, perform Value of Work Done (VOWD) calculations and to faithfully implement and follow the Trends and Revisions procedures to ensure a complete audit trail exists between the Master Control Estimate (MCE) and the Forecasts and actual costs.
To prepare counter cost estimates to verify the bids and claims made by the contractors.
To develop and manage a Project CapEx Budget (Master Control Estimate), in line with the budget sanctioned by the Owners
To develop and maintain a Work Program and Budget report for Owners at regular intervals
To monitor and assist the other Project Services Groups’ i.e. Contracts and Procurement, Planning and Scheduling, Finance and Accounting etc. to ensure that the management information provided fits the ‘Project Needs’ in a cost effective and timely manner.
PRIMARY ACCOUNTABILITIES:
The incumbents main function will be to coordinate collection of data and analysis from the various Project groups, analyze it for consistency, prepare regular summary reports and submit overall summary Cost forecasts for management information; specifically the incumbent will:
Coordinate where required a fully integrated overall cost reporting function to provide support to the various Project groups to ensure that project management’s requirements for timely and accurate cost monitoring of project activities is carried out.
Develop and prepare detailed and integrated plans and procedures for Cost Control and Estimating to take into account all of the requirements of the Project groups, the EPC Contractor and sub contractors, the Shareholders, outside organizations or statutory bodies and ensure that as far as possible a measure of consistency is observed throughout each of the groups.
Be the custodian of the Master Control Estimate (MCE) and monitor and report commitment and expenditure progress against the MCE forecast.
Coordinate and administer the overall Project Cost Trend and Revision System, and conduct the Trend and Forecast review meeting under the chairmanship of the Project Manager at least on a monthly basis, but more frequently as required
Maintain detailed and auditable records of variances against the MCE through the Trend and Revision system to ensure that the Current Control Estimate (CCE) and the Current Forecast (CF) held in the Project Cost Control System are always the latest (most up to date) version
Keep Project Management fully informed on matters related to their area of responsibility so that decisions can be made based on the best available information.
Coordinate with the Program Cost Group and the Shareholder Groups in the preparation of the annual Budget (Work Program and Budget) as well as to provide monthly updates of the value of work done (VOWD) expenditure forecasts.
Liaise and coordinate with the various Project Services Groups for the complete implementation and operation on a Project wide basis of the adopted Cost database and management information system. The incumbent will become a ‘Power User’ of the system and ensure that all appropriate Project personnel are fully trained.
Prepare as necessary reports and graphical presentations of the summary costs and forecasts for appropriate input to the Project Monthly Reports, and any ad hoc reports that may be called for from internal or external sources.
Be responsible for performing all cost control services in support of the Pre-Production Operations Team, Capital Spares Controls and the Project Insurance (e. Builders All Risks (BAR), General Third Party Liability (GTPL) and Motor Vehicle as necessary) premium costs. The functions include cost estimating, invoice coding, system database input and management, Value of Work Done (VOWD) analysis, cash forecasting, variance analysis and budgeting. For the Insurance costs the main function will be to monitor premium costs, and on an as required basis to liaise with the BU Infrastructure groups to prepare an annual update schedule of insured Project Costs.
In the event of insurance claims to coordinate and administer the claims register and together with the responsible Cost Engineers, Contract Administrators and the Project Finance and Accounting Groups to contribute to the appropriate claims.
Project Reporting – internally and externally (including statutory)
Development of Interfaces and Synergies with other Project Services Groups
Sourcing and Administration of Project Cost Control personnel, if required
Ensure that the Project Services requirements of the Project are adequately addressed particularly with regard to Cost Control.
Work effectively with PMT Members, Project Staff, Contractors and others to establish and maintain required working interfaces with technical groups during Project execution
Appraise the Head of Onshore Project Services at all times as to the activities of the Project Cost Control Group, and ensure that such activities are fully in accordance with his general guidance.
Ensure that Cost Control activities comply with the Project requirements (procedures, Authority Limitations etc.) by systematic audits of plans, processes and documentation.
Ensure that the EPC Contractors and sub-contractors activities related to cost control are adequately defined in procedures and properly documented to facilitate their activities.
Ensure that all reporting internally and externally is carried out timely in accordance with Project, and statutory requirements.
Identify and make recommendations as to areas for improvement in procedures to remove unnecessary bureaucracy yet maintain efficient, cost effective, Internal Controls.
RequirementsEXPERIENCE AND QUALIFICATIONS:
Qualifications - Expert with various proprietary project management and cost management computing systems.
Experience - At least 10 - 15 years oil industry cost function, including significant experience on large multi-national and multi-location projects.
Significant experience in cost analysis and procedures such as:
Familiarity with fixed and variable cost analysis procedures and Decision and Risk Analysis (D &RA)
Experience and thorough knowledge of Work Breakdown Structures (WBS) and Standard Codes of Account (SCOA)
Experience in reconciliation’s, particularly of VOWD estimates with commitments and actual plus accruals
Familiarity with performing variance analyses and distinguishing between scope of work, escalation and currency and timing differences.
This position requires excellent inter-personal and communications and writing skills, a thorough understanding of planning and scheduling in major projects, together with a good general knowledge of the full range of project activities.
An ability to liaise effectively at all organizational levels and to represent the Project on cost related matters.
Ability to cope in a positive and productive manner within a high-pressure environment as expected in the Project with an aggressive schedule.
Knowledge and experience in personal computing skills in Microsoft’s Windows Office suite of applications including MS Outlook. In addition knowledge of other applications and cost control databases e.g. PIMS, SAP MS Access, etc. and application packages such as PowerPoint and VISIO would be beneficial.
Ability to contribute effectively to the establishment of Policies, Plans, Procedures and working methods for a new Project in multiple international locations.
Contractually literate with the ability to interpret the commercial implications of terms and conditions and provisions included in the contract.
Experience, ability and willingness to be a proactive influence to Project Management with regard to general Policies, Plans and Strategies in order to optimize Project execution.
Good oral communication abilities and writing skills in the English language
