MINIMUM REQUIREMENTS: Education: BS Engineering, Business, Construction Management or closely related majors. Preferably with an MS, MBA or higher degree. Significant post graduate participation in technical or PM related seminars. The incumbent will normally have achieved industry recognition through activities on committees of professional societies and industry organizations like PMI, AACE, SAVE International or others. Experience: Minimum of 10 years project management or plant operations experience in petro-chemical, refinery, pipeline, power generation, or industrial/office building projects. Has a minimum of 2 years of full time VE experience. Has contacts with local and international consultants and contractors and periodically meets with Value Management representatives from other companies. Ability to develop and facilitate and/or leads Value Engineering Studies. Monitors significant developments in value engineering via review of technical literature. Other: Professional certification by AACE, PMI, or the professional engineering boards. Must be capable of evaluating and consulting on project problems where precedents are lacking or on problems where a high degree of specialized knowledge is required.
DUTIES/RESPONSIBILITIES: As a recognized company specialist in the field of Value Engineering (VE), the incumbent provides professional advice and guidance related to implementing Value Methodology throughout the company. He plans and executes value engineering studies on projects of $10million or more, but his main concentration is on large capital projects ($100 million and above) and other activities in support of the company's project value improvement objectives. Value practitioners apply the value methodology to projects and services in most of Saudi Aramco facilities such as manufacturing, construction, transportation, and project management. The VE Specialist uses a powerful value methodology that reduces costs while maintaining or improving performance and quality requirements. It is a function-oriented, systematic team approach that improves project value. The VE methodology helps organizations by: decreasing costs, increasing profits, improving quality, saving time, solving problems, and using resources more effectively. The incumbent is responsible for selecting and leading a team to apply the VE methodology. The members will represent a diverse background and experience that Incorporates all the knowledge required to fully cover the issues and objectives of the project. Typically these include cost, estimating, procurement/materials, and those technical disciplines unique to the project such as design, manufacturing, construction, environmental, and marketing. The incumbent can translate company VE objectives into strategies and tasks, including conducting VE workshops and presentations. May periodically lead and direct the Value Engineering Unit in the absence of the VE Unit Supervisor. Leads and directs VE studies on projects of $10 million or more, but incumbent's main concentration is on large capital budgets of $100 million or more. In addition, the incumbent is responsible for developing Value Engineering guidelines and procedures for the Company. The VE Specialist leads and expands the value profession by fostering education, communicating Value Management (VM) developments and activities, promoting the ideals of professional practice, broadening the application of VM use, and recognizing significant VM contributions. Conducts VE studies on any process or procedure that has impact on or challenges surrounding budget constraints, safety issues, and/or environmental impact. By applying the value methodology to its projects, Saudi Aramco saved more than a half-billion dollars over the past 5 years. Value methodology, including function analysis, is familiar to Saudi Aramco management for achieving results In adding value to projects, services, and business operations. The Value Methodology can be applied wherever cost and/or performance improvement is desired. That improvement can be measured in terms of monetary aspects and/or other critical factors such as productivity, quality, time, energy, environmental impact, and durability. VM can beneficially be applied to virtually all areas of human endeavor. And, the VE Specialist is the catalyst for such applications. The Value Methodology is applicable to process plants, buildings or other projects, and to soft areas such as manufacturing and construction processes, programming, management systems and organization structure. in the pre-study efforts for these soft projects, the VE Specialist utilizes standard industrial engineering techniques such as flow charting, yield analysis, and value added task analysis to gather essential data. The VE Specialist will also apply VM during planning stages and for project/program management control by developing function models with assigned cost and performance parameters. If specific functions show trends leaning beyond control limits, the VE Specialist leads value studies are performed to assure the function's performance remains within the control limits.
