POSITION DESCRIPTION: The Cost Engineer will be working under Northern Area Projects Department / Ras Tanura Projects Division. Successful candidate will be expected to: Be responsible for the preparation, review, monitoring, analysis and reporting of all cost data for projects associated with Capital Expenditure Program, as well as the Division's Net Direct Expenditures (NDE), annual Operating Plan and five years Business Plan. Assist Division Business Administrator and Project Manager in all cost related matters. Direct Supplemental manpower (SMP) Cost Engineers/Analysts in the preparation review, monitoring & reporting on the following: Monthly project reports including Projects Planning Updates (PPU) and Monthly Project Updates (MPU) particularly cost commitments, expenditures and forecasts. Monthly NDE cost sheet reports analysis and verification. Quarterly Variance Analysis, Accountability Reports, Annual Operating Plan and Five Years Business Plan. Monthly Information System (MIS) and Balance Score Card (BSC) reporting. Opening and financial closing of WBS accounts for capital projects. Review and analyze claims and change orders on project contracts. Assist in preparation of cost portion of Engineering, Procurement and Construction Contracts.
SELECTION CRITERIA: Education: Bachelor's degree, preferably in Engineering, Construction Management, Economics, Business Administration, or Accounting, or closely related major. Experience: Minimum of seven (7) years experience with at least three (3) years in Project Management. Must be familiar with engineering, procurement and construction practices. For non-engineers, minimum ten (10) years cost engineering experience is required.
COMMENTS: Northern Area Projects Department is basically involved with various construction projects like refineries, gas plants, terminals, offshore and marine.
