Refinery Civil Inspection Engineer

POSITION DESCRIPTION: The incumbent will be part of the refinery inspection unit. He is required to perform full range of civil and structural inspection for all plant facilities, buildings and support facilities. Responsibilities shall include: Performs visual inspection all concrete structures, steel structures, fireproofing, refractory, roads and yards, security fence and lighting foundation, all underground utilities to determine the present condition of the structure and the extent of deterioration. Issue inspection worksheets to report any findings and follow up on the execution of the findings. Monitor all ongoing repair works activities and to ensure that the repair is in compliance to the recommendations. Performs inspections on on-going equipment T & I and shutdowns and issued repair recommendations. Coordinate with area inspectors on all outstanding activities. Prepare monthly reports on civil works activities. Witness excavation, field-testing of backfilling compaction and ensure all results are satisfactory. Witness field test of concrete pouring and ensure result are satisfactory and all records filed properly. Monitor civil work on a project and prepare exception item list for contractor to comply prior with acceptance of mechanical completion. Review drawing design packaged submittals. Conduct Civil External Annual Survey for all plant facilities and building structures as per EIS schedules. Conducted and completed database for concrete structure and fireproofing. Ensure that industry codes and standards, particularly ACI, ASTM, UBC, AISC and ASSHTO are properly implemented. Ensure that all records, files and database are updated with all inspection work sheets, findings and status of repair. Coordinate with all concern personnel in the Refinery for technical, materials, scope of works and structural assessments.

SELECTION CRITERIA: The incumbent shall hold B.S. Degree in Civil Engineering with 5 years in refining or similar process industry as Civil Inspector. The incumbent should: Hold a UBC, UPC, ICBU or ACI certification. Be familiar with international codes and standards such as Uniform Building Code (UBC), American Concrete Institute (ACI), and American Society for Testing and Materials (ASTM), American Institute of Steel Construction (AISC), American Association of State Highways and Transportation Organization (AASHTO). Have the ability to evaluate, determine causes and recommend ways to repair concrete and structural deterioration and deficiency. Have experience in Refractory Selection, Inspection, Installation and repair evaluation /recommendation. Have excellent English communications skill.

COMMENTS: Riyadh Refinery was commissioned in 1981 and has a design capacity of 120 MBD. The Engineering Div. provide the necessary Engineering support to process facilities in the fields of Operation Engineering, Manufacturing Planning, Technical support, project and Inspection. The Inspection unit role is condition monitoring of all static equipment and piping for the continued safe and reliable operation of the Refinery and provide necessary inspection and engineering support with timely advice for advance planning for the refurbishment/replacement of the equipment and piping procedures/ standards with appropriate and up-to-date records.
