HSE Supervisor – 28/28 Rotation Position Syria
Tanganyika Oil Company Ltd.1 is an international oil and gas exploration and production company with interests in exploration and development properties in Syria. Tanganyika operates through its wholly-owned subsidiary, SIPC (Syria) Limited. Tanganyika has made significant achievements with the appraisal of value enhancing opportunities in Syria which has included testing enhanced oil recovery ("EOR") techniques and exploration drilling. The stated objectives of the Company include the consistent growth of reserves and production. On December 19th, 2008, Tanganyika became a wholly-owned subsidiary of Sinopec International Petroleum Exploration and Production Corporation (“SIPC”). SIPC is a wholly owned subsidiary of China Petrochemical Corporation ("Sinopec Group") and undertakes overseas investments and operations in the upstream oil and gas sector. Sinopec Group is China's largest producer and supplier of oil products and major petrochemical products. Prior to being acquired by Sinopec, Tanganyika was publicly listed with shares trading on the Toronto Stock Exchange and Depository Receipts trading on the Nordic exchange.
HSE Supervisor – 28/28 Rotation Position - Syria
Reporting to the HSE Superintendent, this person will supervise field HSE staff to administer, interpret, and implement the Oudeh Petroleum Company (OPC) Health, Safety and
Environmental Management System and ensure that appropriate measures are taken to maintain an HSE program that effectively manages operational risks.
Responsibilities:
�� Supervise the daily activities of the field HSE Specialists.
�� Ensure OPC’s HSE Management System is in place in drilling, production and processing facilities;
�� Ensure that HSE Policies, procedures and practices are disseminated and explained to OPC and contractor employees in field locations;
�� Work in cooperation with production operations, drilling, construction, maintenance and materials departments to ensure compliance with company HSE policies and procedures, Syrian regulations and industry best practices;
�� Supervise the implementation of HSE accident prevention and awareness programs;
�� Participate in planned general Inspections and ensure that corrective actions are implemented on work site locations;
�� Audit work being performed with ''Safe Work Permit”;
�� Assist with the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations;
�� Assist local management in the preparation and presentation of field HSE meetings;
�� Coordinate and participate in the investigation of accidents and near misses;
�� Review and analyze accidents and near miss incidents and making corrective action recommendations;
�� Conduct regular emergency response exercises and drills in the field to ensure the highest level of preparedness in any emergency. Maintains records of such drills, providing recommendations for emergency response improvements;
�� Supervises the regular inspection and testing of all fire fighting, safety and emergency response equipment including fixed and portable extinguishing systems. Follows up to ensure that corrective actions are implemented where necessary and ensures that any certification requirements are complied with;
�� Assist in developing and implementing field location emergency response procedures and evacuation plans;
�� Supervise on-site doctors and medical emergency response preparation and implementation;
�� Program health and hygiene inspection for OPC’s and contractor camp installations with the assistance of the medical doctor. Also inspect periodically the operative condition of field health centers, ambulances and other medical emergency equipment.
�� Familiarize field managers, supervisors, HSE staff and contractors with all governmental HSE regulations and requirements that affect their operational activities;
�� Coordinate and participate in the provision of safety awareness, emergency response and first aid training and awareness programs, to ensure the highest level of safety awareness amongst employees and contractors;
�� Ensure that operations employees, contractors and site visitors receive HSE inductions for field operations;
�� Participate in the development and implementation of OPC HSE strategic objectives for Syria;
�� Responsible for preparing written daily, weekly and monthly HSE reports, statistics and presentations related to HSE performance;
�� Prepare purchase orders, work orders and service orders, as agreed with HSE Superintendent.
Qualifications:
�� International work experience is essential
�� Exposure to a training environment is essential
�� Bachelor’s degree in Science, Engineering or equivalent technical degree.
�� Minimum of 15 years of HSE in the upstream petroleum and pipeline industry with at least five years of international experience.
�� Working knowledge of HSE standards (e.g. ISO 14001, OHSAS 18001), industry best practices (e.g. Oil and Gas Producers Association, Canadian Association of Petroleum Producers).
�� Strong leadership and interpersonal skills
�� Excellent teamwork and communication skills
�� Good organizational skills
�� Ability to effectively work in multi-cultural environment
�� Previous HSE supervision experience in the upstream petroleum industry
