Our client is a leading International EPC Company with offices and projects worldwide and they are current seeking a Senior Marine Advisor for a Gas Process Plant Development Construction project, including Jetty Construction in Abu Dhabi
Qualifications:
• Master Marine Certificate of competency (Foreign Going) - (7 ½ years, post secondary education).
Experience
• At least 15 years of offshore construction experience with adequate exposure to ports/ jetty operations. Adequate knowledge of offshore construction practices, marine/safety regulations, marine practices for survey, navigation and positioning systems and system/equipment commissioning procedures. This should preferably cover the following:
• Development of Anchor pre-installation Procedures and Positioning / Installation procedures.
• Detailed Risk Analyses of installation procedures, proximity clashes and subsurface obstructions. Load-outs, Transports & shallow water Installations. Inshore Heavy-Lifts.
• Risk analyses and assessments for heavy-lifts, load-outs, and sea transports
• Marine Surveys and Marine Warranty coordination. Performed warranty inspections and evaluations worldwide for vessel / barge acceptances.
• Port Management. Development of Jetty Operational Procedures.
• Safety and Emergency management.
• Marine Environment Management.
Adequate knowledge and exposure to international marine Codes, Standards and Systems such as SOLAS (Safety of Life At Sea), ISM (international standard for the safe management and operation of ships and for pollution prevention), OCIMF (Oil Companies International Marine Forum), ISPS (International Ship and Port Facility Security), etc.
Fully aware of Marine Construction and major oil and gas companies HSE policies, regulations and permit to work system. Shall be competent to arrange work permits for contractors and shall ensure compliance with safety regulations by contractors during construction works. Provide high level HSE Leadership and able to organize safety meetings, toolbox talks and safety drills with the contractor.
Role/Responsibilities
The Sr. Marine Adviser will be the focal point for all marine related matters with EPC contractors, ADGAS, Petroleum Port Authority (PPA) Port Officer, ADMA Marine, etc.
The Sr. Marine Adviser shall be responsible for ensuring that all approved marine construction procedures are strictly complied with and that the required prior approvals are obtained for any required or recommended changes or deviations.
He shall supervise/monitor contractor’s marine activities on a daily basis and communicate matters deemed to be of concern to company. He will produce daily reports for ADGAS highlighting project progress, areas of concern, accidents/incidents if any. He shall ensure regular safety briefings, accident/incident reports& monitor compliance with HSE requirements of the Contractor.
