* Assurance of compliance with BHP Billiton Corporate, CSG and Supply policies, procedures and statutory requirements
* Drive Project Supply excellence and manage/minimise risks effectively from concept to handover

ROLES AND RESPONSIBILITIES
* Own and coordinate the development of contracting and procurement strategies and plans
* Develop and maintain relationships with project team members to identify and execute project requirements and objectives
* Coordinate with Project Director/Manager(s), Global Supply Manager for allocation of resources needed to meet these objectives.
* Develop and implement contracting strategies with the Project team and Category Managers to mitigate risks and provide best outcome for the project
* Recommend pricing strategies and contract terms to project management in preparation for negotiations
* Ensure any requirements for local content are met
* Ensure seamless integration and reporting of drilling, facilities development and pre-ops supply activities and progress
* Interface with Production Supply team to ensure optimal life cycle requirements and that a comprehensive handover plan is in place.
* Execute, or oversee the tendering process for all project scopes of work, including coordination with project team.
* Execute, or oversee the contract execution and administration process to insure that it is being performed in accordance with contractual requirements and meets key performance metrics
* Facilitate and resolve issues related to the contracts with the project teams
* Review and interpret contract Terms and Conditions to resolve key issues.
* Analyse reporting and project schedules to proactively address potential problems and manage risk. Investigate solutions and establish project recovery plans.
* Prepare and issue contracts and orders as required.
* Develop and implement standard tracking and reporting tools to standardise and effectively communicate project progress and financial status to management.
* Proactively investigate opportunities for improvements in the project scope that will result in value add.
* Use negotiation skills to consistently resolve disputes.
* Develop and maintain viable long-term relationships with customers and contractors. Attend job progress meetings as required. Ensures contractors understand expectations of the project.
* Perform Peer Assists & Reviews and internal audits.
* Manage, train and develop career opportunities for team members to improve performance, competency and retention.
* Ensure target cost savings are achieved.
* Liaise with other Project Procurement Managers both within Petroleum CSG and other CSG to leverage learnings and opportunities.

EXPERIENCE AND QUALIFICATIONS
Qualifications
* Bachelors degree in Engineering, Business or Law
* MBA preferred
Experience & Technical Competencies
* Min 10 years experience in the resources industry with exposure to major oil & gas projects in supply chain management
* Contract negotiation experience on major projects (local & international) with a detailed understanding of required contract terms, risks and benefits of variation of contract type and terms (EPC, EPCM, lump sum, fixed fee, cost plus, reimbursable, risk incentives etc.)
* A comprehensive understanding of upstream E&P business
* A comprehensive understanding of Project Supply Chain Management
* A comprehensive understanding of Production Supply Chain Management
* Advanced risk and business management skills
* Superior communication and problem solving skills
* MS Office required, SAP R3 MM highly desirable
