Location: Saudi Arabia POSITION DESCRIPTION: This position reports to Strategic & Business Plan Group leader who is responsible in developing annual Saudi Aramco's IT Business and Master Plans and requires expertise in IT strategic planning and governance. This individual will define the requirements and objectives for, and drive the establishment of, IT governance in Saudi Aramco, considering values, philosophy, management style, IT awareness, organization, standards and policies. The individual will establish a communications plan to continuously market, communicate and reinforce the need and value of IT governance across Saudi Aramco and lead the development of an overall IT Governance Framework based on assessment of best practices and mapping it into Saudi Aramco corporate governance guidelines, GIs, standards and other related procedures and rules. The individual will conduct periodic reviews of IT processes and make recommendations to instill IT Governance methodologies within the organization and advise IT Executive Director, Managers on IT Governance industry frameworks standards and best practices such as COBIT, COSO, TOGAF, ITIL & CMMI. The individual will establish appropriate management governance structures, such as IT steering committee, IT enterprise architecture review board, IT demand committee and IT Risk management committee and ensure that appropriate roles, responsibilities and accountabilities are established and enforced for information requirements, data and system ownership, IT processes, and benefits and value realization. The individual will act as the subject matter expert in IT Governance matters as well as representing IT in company committees related to IT governance and ensure that the IT governance frameworks enable Saudi Aramco to achieve optimal value from IT. The individual will coordinate with other organizations such as Law, Auditing and others during the development of IT Governance related activities and participate in the development of Saudi Aramco's IT Business and Master Plans. The individual will develop IT strategic roadmap based on company objectives and strategies, and participate in building strategic planning capabilities and enforce IT governance policies and procedures by working with concerned departments to deliver measurable business value, while aligning and enabling the business and technology strategy. The individual will reflect the required actions of IT strategic & technology roadmaps and governance in the business and master plans and facilitate IT governance meetings, ensure change management reports are executed, ensure strict adherence to established policies, ensure change approvals are obtained in a timely manner, develop and implement a plan to measure and monitor elements of the change initiative and identify risk areas and determine appropriate interventions. The individual will assist in evaluating, selecting and integrating new technologies and development tools for change management, control and IT governance in collaboration with other concerned IT departments and evaluate and support the execution of strategic plans. The individual will report IT governance status and issues, and effect transparency in reporting and obtain independent assurance that IT conforms to relevant external requirements; contractual terms; organizational policies, plans and procedures; generally accepted practices; and the effective and efficient practice of IT. The role will not be limited to the above activities, other assignments may include analysis of market, benchmarking, best practices, developing presentations and speeches on overall IT plans and vision.
SELECTION CRITERIA: MBA is a plus. Current ITIL and/or CoBIT certification. Activities include IT Governance and strategic planning, IT planning and execution, business case development, portfolio analysis and management, transition & resource planning, project management, development of quantitative benchmarks, development of opportunities, conceptual design, performance targets. Strong (technical) English writing skills; strong communications skills. Process oriented. Strong analytical and problem solving skills; Proactive; Entrepreneurial orientation; Flexibility to use skills in varying organizational roles; Business maturity (ability to cope with conflict, time demands, etc); Tolerant of ambiguity (frequent change, unresolved situations); Ability to take action in solving problems while exhibiting judgment and a realistic understanding of issues while demonstrating ability to use reason, even when dealing with emotional topics; Ability to create positive energy in individuals and groups; Ability to analyze complex problems, quickly assess situations, collect data, establish facts and draw valid conclusions; Ability to set and prioritize goals; Ability to prepare and present concise reports and presentations to Senior Management.
