Purpose:
• Serve as the subject matter expert for Project Engineering affairs focusing on the earthwork portion of both greenfield and brownfield type projects. The duties include development of: engineering design standards and procedures, engineering design basis, project scope of work, efficient engineering design, engineering quality control and quality assurance, engineering execution and related engineering affairs for major capital projects (on the order of $600 million and earthwork quantities in the range of 35 million cubic meters).
o Review of earthwork designs including but not limited to site development, lay down and vehicle maintenance areas, project site pads, roads, dams, etc.
o Assist in the development of efficient earthwork designs that most effectively manage and coordinate earthwork contractors, especially those in 3rd world countries.
• Provides guidance and coordination to, and assists in the development and management of the Owner’s Project Teams engineering members with respect to the earthwork portion of a project:
o Through the experience gained on previous large scale earthwork projects provide input in the developing of a staffing plan that will lead to a successful project engineering team that will ensure that the EPC/CM contractor will be able to develop, monitor and maintain a quality plan and change management plan for the earthwork portion of the project
o Provide guidance and input in the development of contracting strategies to ensure that appropriate consideration is given to such items as: payment options, i.e. unit price, lump sum, definition of materials and order of magnitudes
o Provide guidance to project engineering team to facilitate in the development of project execution plans to ensure that there is coordination of activities between Owner’s project engineering team and EPC/CM contractor’s engineering team, and the management of their activities and deliverables, i.e. the Owner is getting what they want and when they want it.
o Provide guidance to project engineering team to manage the process of engineering deliverables turnover, systems turnover, pre-commissioning, process commissioning, performance testing, practical completion, and final completion per contract requirements and company expectations.
• Align with Group Executive – Project Engineering, Functional SMEs, and Project/Study Directors for developing project engineering and contracting strategies and performance metrics for major and mega-projects.
• Liaison between D&D Project Engineering, D&D Project Commercial and Newmont Supply Chain Management for SCM support to major and mega-projects
• Manage and provide technical leadership, subject matter expertise with respect to the efficient management of the earthwork portion of projects to assist engineering managers who are assigned to capital projects
• Support the Project Engineering affairs regarding Newmont’s Capital Effectiveness Program (CEP) and Business Readiness Program
• As technical leader, maintain and develop engineering design standards, procedures and policies for projects as they pertain to project engineering affairs and communicate those standards, procedures and policies to Project Engineering’s SMEs.
Essential Duties:
• Responsibility in the following activities:
o Align with the Group Executive – Project Engineering, Project Engineering, other Subject Matter Experts and the Regional Projects Director for strategic project planning, development and implementation
o Support Project Commercial’s and Project Engineering’s corporate SMEs in developing prime contracts for major capital projects (Stage 3 Study Agreements & Stage 4 & 5 EPC/M Agreements).
o Provide guidance to Project’s project engineering team to plan and implement other engineering contracts for projects that are high risk, large dollar packages (i.e. earthworks, geotechnical, technical services etc.) and general oversight of all contracts
o Implement and support Capital Effectiveness (Stage-Gate) activities for Business & Project Services; mainly engineering design and management with respect to earthwork portion of capital projects including development of Project Execution Plans.
o Participate in the development of global engineering standards and processes as they relate to the Business & Project Services group.
o Liaison with Project Commercial with respect to development of Stage 3 contracting activities including:
Development of the Stage 3 contract including scope of services and commercial basis;
Participate in the evaluation and selection of a Stage 3 Study Contractor, and
Participate in negotiations and award of Stage 3 Study Agreements.
o In conjunction with Project Commercial, participate in the planning, evaluation, development, negotiation and contracting processes for capital programs including Project Execution Plan (Stage 4 & 5) development for capital projects as it relates to Project Engineering.
o Provide on-going design engineering and project engineering management support to projects during construction (Stages 4 & 5) including health checks and site audits.
o Support the Strategic Relationship Agreements with Newmont’s EPC/EPCM alliance partners Fluor, Lycopodium, Bechtel etc.
