This is a Railcorp Contract seeking the expertise of Maintenance Planning Systems Engineer reporting to the Principal Maintenance Planning Manager for the development of maintenance standards, service schedules, specifications, industrial engineering and provision of technical information and conducting investigations into maintenance issues associated with the RailCorp passenger fleet to ensure safe and reliable operation. This may include the establishment and review of standards relating to the quality of materials used in components and spare parts; liaison with suppliers for testing and compliance purposes; overview of standards relating to work practices and procedures at the Maintenance Centres; input into the development of maintenance and equipment overhaul manuals.
The incumbent is accountable for delivery of a variety of maintenance projects. These may include development of up to date safety standards and associated procedures and various technical works to ensure the safe and reliable and cost effective performance of the RailCorp passenger fleet. The incumbent works with the Principal Engineers to prepare, update and issue various technical specifications, drawings, publications and standards handbooks.
The position shall investigate adverse trends in equipment reliability and performance, coordinate and undertake major investigation and performance testing, analyses the results and prepare reports and recommendations. The incumbent will work closely with others to develop corrective strategies, involving the redesign of equipment or changes to operating and maintenance procedures that will improve the safety, reliability and performance of the fleet. Resulting recommendations may cover modifications to equipment design and changes to operating and maintenance procedures as appropriate.
To perform effectively, the incumbent must be familiar with the construction, operation and maintenance of all equipment items and components including brakes, compressors, motors, pantographs, running gear, air conditioning, doors, lighting, electronics & seating. The incumbent is required to combine their technical / trade, industrial engineering and negotiation skills in developing appropriate Rolling Stock maintenance schedules and be able to perform the procedures to confirm their accuracy and impact on current schedules.
The incumbent may also be required to give evidence at Coronial Inquiries, prepare briefing papers for RailCorp management and responses to Ministerial enquiries. The incumbent must act authoritatively and be able to convince staff and others to accept and work to the standards.
In addition to these core functions, the incumbent may be required to perform a number of technical engineering activities including:
- evaluation of equipment and approval of certificates of non‑compliance for manufacturers and suppliers;
- Approval of suppliers providing components to Maintenance Centres and provision of technical specifications and support for the Logistics section to facilitate the effective operation of supply agreements
The incumbent will also be responsible for reviewing maintenance practices on new Rolling Stock or equipment.
