Role synopsisThis role is embedded into the regional PSCM organization. The role may have direct report(s), Contractor Safety Management Advisors and Contractor Safety Assurance Specialists, depending on the scale of the Region

The position contributes to and drives implementation of Contractor Safety Management Practice(CSMP) activities in the Region, actively shaping the program according to business needs and driving integration across all Sectors and Categories.

In addition, the Programme Advisor assures applicable HSSE requirements are completed in accordance with contractor safety practices, contracts and BP expectations through the complete life cycle of the contractual relationships (Qualification, Selection, Pre-Job, During, and Post Job).

Regional CSMP Advisor is responsible for consistent application of BP Contractor Safety Management processes, systems and practices in Region.Key accountabilitiesContribute to development of a segment wide contractor safety management program and lead integration of standard processes and systems within the framework of the segment and group Contractor Management practices.

Drive Contractor Safety Management Practice within the Region. Responsible for consistent application of contractor safety management processes, systems, and practices within the Region. Communicates contractor safety management process and procedure to key business stakeholders ensuring alignment between S&OR, PSCM and the business.

Pro-actively address contractor safety issues and effectively communicates with Region personnel and contractors regarding performance, strategies, policies, standards and programs; recognizing, sharing and adapting lessons learned and best practices. Learning to include support for supplier/contractor HSSE Forums.

Work with Regional and functional line operations, S&OR, PSCM and Regional Leadership Team members to ensure contractor safety processes are fit for purpose and deliver safe and reliable contractor operations. Facilitate regular contractor safety management reviews with the regional leadership, under the guidance of the Regional Health & Safety Director.

The H&S Director and the Chief Procurement Officer (CPO) ensures the RLT is informed of Contractor Safety Management Practice implementation, contractor safety performance and contractor safety issues appropriate for the RLT attention.

Provide contractor safety information and lead development, implementation and management of relevant process and personal safety KPIs to ensure performance reporting in support of local business decisions and global reporting requirements. Tracks and reports KPIs that describe the Region’s effective contractor safety management and contractor safety performance.

Provide strong, clear and focused leadership to the Regional teams to ensure contractor safety risks are understood, assessed and reduced. Confirms potential consequence level of job category during Qualification.Essential EducationEducation / Certifications: University Degree, or equivalent, in an environmental, engineering or science. English fluency and advanced MS Office skills.Essential experience and job requirementsExperience: Operations experience in Production, Wells, Projects, PSCM or S&OR, with extensive experience working with contractors. Prior assignments reporting to multiple disciplines and managers (relationship building)

Understanding of Integrity Management; Audit; Control of Work Principles and controls; Risk identification, Prioritization & Management; Working with Contractors

Sound contracting skills and a firm understanding of Supplier Management principles - preferred

An understanding of BP Risk Management Processes and an ability to support the identification of potential high consequence activities (PHCA).Strong communication, planning and organizational skills. Ability to facilitate meetings and workshops for goal setting, issue resolution and team building.

The North Africa Strategic Performance Unit (SPU) covers operations in Algeria and Libya.

In Algeria, BP participates in three major upstream oil and gas joint venture projects. In Salah Gas, the largest dry gas project in Algeria, generates 9bcm net of gas from several fields in the southern Sahara desert. The In Amenas project involves the development of gas and associated liquids from four wet gas fields in the Illizi basin. Finally, Rhourde el Baguel (REB) is an enhanced oil recovery project located 75km east of Algeria’s oil production centre, Hassi Messaoud, with an average output of 22mbopd. These three operations will create a capital base of $4 billion of capital invested, making BP one of the largest foreign energy companies in Algeria.

In Libya, BP and its Libyan partner have entered into a significant exploration with Libya’s National Oil Company. The initial exploration commitment, set at a minimum of $900 million will involve the exploration of around 54 000 square kilometres of the onshore Ghadames and offshore Sirt basins, equivalent to more than 10 of BP’s operated deepwater blocks in Angola.
