Purpose:
The Project HSLP Manager will lead the Merian Project team in the delivery of quality HSLP leadership, system development and oversight.
The Project HSLP Manager is responsible for the implementation of sound systems and processes that drive continual performance and on-going improvements.
Reporting to the Project Director- Merian Project, the Project HSLP Manager shall ensure a high level of leadership support and oversight in the safe delivery of the Merian Project. A matrix reporting relationship shall be established with the Director- Project HSLP.
Customer Service Dimensions:
Application of NMC HSLP Standards through all phases of the project pipeline including execution and operational transition phase.
Communicate with project managers and supervisors to resolve any major project HSLP issues or disputes, and to interact with project technical representatives on items such as scopes of work, stage gate studies, risk management and personnel resourcing.
Guide, coach and support project development managers/supervisors in the implementation and ongoing management of Health, Safety and Loss Prevention practices
Regularly appraise the performance of projects to ensure ongoing compliance with NMC/Regional/D+D HSLP Standards, key performance indicators and Company core values.
Regularly review own areas of responsibility with a view to continuously improving systems and processes, talent development, talent bench strength, risk management, system implementation.
Ensure a solid HSLP project presence is maintained through all aspects of execution and project transition.
Key Accountabilities:
1. HSLP Leadership
The position will:
Provide consistent application of the Newmont Safety Principles and demonstrate Health, Safety and Loss Prevention leadership in all areas.
Participate and contribute to the safe working environment for all employees and contractors.
Demonstrate solid HSLP leadership, model leadership behaviors and coach employees and contractors to improve HSLP performance and overall team effectiveness.
Assist and coach other HSLP employees/contractors as required to achieve Health, Safety and Loss Prevention performance goals and objectives.
2. HSLP Involvement
The position will:
Communicate and involve all employees and contractors in understanding and application of our HSLP Values, Policy and Practices.
Raising, discussing, and resolving of safety issues at regular meetings and in consultation with the respective project team members.
Ensuring that all tendering and contract activities comply with the Company’s HSLP Policy and core values in relation to Health Safety and Loss Prevention.
Participate in high loss/major injury investigations as the leader, facilitator or team member as requested by the Project Director- Merian/Director Project HSLP.
Engage in and promote increased field time and field exposure in effort to promote a positive culture of “Walking the Talk”
3. HSLP Roles and Responsibilities
The position will:
Coach, guide and develop direct/indirect reports with an overall goal of long term retention.
Ensure that personnel succession plans are in place and regularly reviewed in consultation with the Project Director- Merian
Ensure that direct/indirect reports are adequately trained in management systems, system reporting, risk management, roles, responsibilities and succession plans.
Forecast HSLP manpower needs on a 3 and 12 months needs basis aligned with the construction schedule and operational transition requirements.
4. HSLP Systems
The position will:
Maintain a One Newmont HSLP Management System that identifies, assesses and effectively controls HSLP risk to employees, contractors and potential risk to communities.
Development of operational transition plans to ensure the smooth handover from construction to operations.
Review and develop gap assessments of contractors HSLP management plans/processed to ensure that they meet or exceed the intent of the NMC HSLP Management Standards.
Ensure agreed and understood HSLP Management processes are implemented prior to the commencement of activity.
5. HSLP Impacts
The position will:
Protect our people, continuous improvement processes, facilities and profits to distinguish Newmont as the most valued and respected mining company by its shareholders, employees and host communities.
Ensure HSLP compliance and quality while identifying continual improvement opportunities and reporting the status of such to the Project Director- Merian on a regular basis.
The application of risk management process/practice across all Suriname teams ensuring key risks have been identified, impact understood, controls identified and controls implemented.
6. HSLP Monitoring
The position will:
Periodically review the HSLP performance/compliance of the Merian Project HSLP Performance through the use of internal and external sources.
Develop specific Project Management Key Performance Indicators (KPI’s) to ensure continual performance in all areas of Health Safety and Loss Prevention..
Provide timely and accurate reporting of all project HSLP activities and impacts. This includes incident reporting, man-hour, statistical, risk management and system implementation reporting.
Implement processes to monitor the ongoing performance and continual improvement of all areas of the Merian Project Team.
Key Performance Indicators
Continual performance improvement in Health, Safety and Loss Prevention driving a culture of an injury free workplace.
HSLP Management system development, integration and compliance across all areas of the Project Development team.
Talent Management, Talent Pipeline and Succession Plans in place for all HSLP personnel covering studies, construction and operational transition.
Constraints, Framework & Boundaries
Matters requiring specialised contract, legal, risk or technical safety advice are to be referred to the respective Project Director, Guiana Shield Senior HSLP Manager and/or Director- Project HSLP.
The Project HSLP Manager shall actively lead the implementation of the HSLP Management standards/process. Accountability for compliance with the HSLP Management standards/process is with the responsible Project Director- Merian
An Escalation Process shall be developed to ensure that non-compliant activities/processes are communicated and actioned at an appropriate level.
Challenges
The major challenge with this position is the requirement to successfully implement a common HSLP Management System/Framework across multiple areas of construction, commissioning and operational transition. Success shall be achieved through open communication, understanding of requirements and monitoring of performance.
Working Conditions/Environment
To work the hours reasonably required to successfully perform in the role.
The role is a field based role.
There may be the need for occasional regional and international travel to support the planning and delivery of HSLP initiatives within the project environment.
