PURPOSE
The main purpose of the role will be promotion of zero harm through fostering the development and utilization of appropriate work practices and procedures. In addition the role will foster an appropriate HSE culture and stimulate line ownership of HSE, ensuring HSE risks are managed according to BHP Billiton HSEC Management Standards.
ACCOUNTABILITIES
• Ensures regulatory compliance and conformance with BHPB policies at BHPB facilities and construction related projects.
• Monitors the compliance and conformance of contractors during construction, reclamation and remediation projects.
• Stimulate improvements to procedures and work practices;
• Participate in workplace activities to raise the quality of HSE input, including JSAs, incident investigation and risk management;
• Provide HSE and technical support for general queries and report on HSE performance and best practice;
• Audit and monitor the implementation of the BHP Billiton Fatal Risk Control Protocols;
• Support and coach the facility management team in appropriate HSE leadership and conduct other HSE training.
• Monitor the implementation and effectiveness of Health, Safety & Environmental (HSE) plans for all assigned facilities.
• Provide oversight to support all site activities having effective work safety arrangements
• Oversees or directs the cleanup and/or remediation of spilled materials.
• Provide oversight to support all commissioning operations and ensure appropriate risk assessment is conducted
• Provide or source specialist HSE advice and assistance to all assigned sites
• Liaise with all operations staff to ensure effective use of best practice and consistency in approach to HSE activities.
• Provides and maintains a direct relationship and communication with local, State and Federal agency personnel at the local level.
• Promote a risk-based approach to HSE management.
• Participate in and facilitate HSE audits, reviews & assessments
• Support the implementation and achievement of campaign and project HSE objectives and performance measures.
• Lead initiatives to promote visible and pro-active management commitment and employee involvement in HSE activities.
• Review and support existing HSE training plans and specific operations/campaign/project training needs.
• Support collecting, storing, analyzing, tracking and reporting HSE performance data (eg. Incident report findings, Audit actions)
• Ensures appropriate data is Collected for preparation of applications for environmentally related permits, i.e.. air, stream crossings, storm water, floodplains.
• Provide input and review with Site personnel – weekly-monthly HSE reports
• Support monthly Safety meetings and review of statistics.
• Plan and participate in HSE audits of Contractors.

The Field HSE Specialist will work at the operating site. It will be a full time position reporting to the HSE Supervisor Operations. The role will provide support to the sites formally through the HSE team and informally to any personnel on the facility. The role will be supported by the local HSE team.
EXPERIENCE AND QUALIFICATIONS
Engineering or Science Degree, or HSE certification
• Audit certification
• Risk management courses.
• HSE management courses
Experience & Technical Competencies (combination of)
• Minimum 5 years plus HSE experience in oil and gas
• Speciality (Earthmoving, Drilling or Production)
• Understanding of site based HSE
• Experience in HSE reporting systems

• Technical proficiency and knowledge of Safety Case process and requirements
