Overview 

Directs, plans and carries out activities for the Smelter project. Formulates, supervises, directs and controls the application, coordination of project and construction. Includes budget allocation, cost control, project estimating, planning and scheduling in conjunction with disciplined Design and Engineering functions. Manages and reviews all contractual documentation including tender documents, evaluates bids, conducts feasibility studies and maintains appropriate safety standards at the site. Ensures operational readiness of the Project when production commences.

Manages

• Manages plans, coordinates & directs the activities of assigned personnel in the project.  Performs management and supervisory functions and exercises financial authority at the Project Head level as established by Management

Policies

• Directs development of policies, systems & procedures and programs relating to the activities of the department.  Reviews such policies, procedures and programs and recommends appropriate changes.  Ensures their proper implementation, as approved by the management.  Reviews and updates Company Internal rules and policies and procedures.

Project

• Participates in the expedition of the project, advises of processing methods. Bears responsibility for the evaluation and financial analysis of the project and analyzes the sensitivity of the project. Supervise the Project market studies and advises the management, as required.  Defines the scope of works and evaluates feasibility studies

Design approvals

• Reviews and approve lay-out design for the Refinery and chemical processes and adjacent facilities and infrastructure

Project Schedule

• Establishes project schedules and budgets.  Monitors project progress against schedule, reporting variances and reasons.  Observes project construction and liaises with suppliers and vendors to achieve construction and project development requirements.  Utilizes computer software to track and monitor schedules.

Commissioning & Start-Up

• Supervises commissioning and start-up of production activities, adopts standard safety procedures targeting zero level lost time injuries, and ensures implementation of Quality Control and Quality Assurance programs at all levels of operation

Operational Readiness

• Develops and manages the operational readiness programme to have all contracts, personnel, equipment, materials and systems in place to ensure a smooth transition through construction and commissioning into production, of the processing plant.

JV’s

• Advises on selection of possible JV and Marketing partners and participates in all evaluations, negotiations and final selection of partners.

Documentation & Admin

• Oversees the creation, development, formulation and establishment of a library of technical documentation, which may include contractual and project specifications and invitations for tender.  Reviews and evaluates tenders and documents.  Participates in tender review and selection.  Reviews technical documents, analyses and negotiates any changes or amendments required. Safeguards the company’s interests by ensuring compliance with established procedures, and local requirements and regulations.  Ensures the library is properly maintained in order to enable efficient tracking of documentation.

Training

• Participates in the training of Saudi Nationals who may be assigned to his unit from time to time.

Bachelor’s degree in an appropriate Engineering discipline.

Total 15 years’ working experience in base metals Smelter operation and, project development from concept up to commercial operation, with at least ten years in a managerial position in technical or project management.
