Job description:

The Iraq Region has an aggressive development plan to increase production in the Rumaila Oil Field from 1.25 mbpd to 1.85 and then 2.85 mbpd by 2017, which will develop it into the world's 3rd largest Oil Field. The current plan is to support this growth utilizing over 200 PSCM staff from BP as well as its JV partners: PetroChina and SOC (the Iraqi South Oil Company).
The Joint Venture has approximately $2.5bn third party annual spend. This spend is regulated by commercial Supply Contracts covering all aspects of JV’s operations (e.g. drilling and seismic appraisals, helicopters, engineering and maintenance, chemicals and catering).
The Wells PSCM Team provides support to a range of stakeholders across both Sunbury and Iraq. The key challenges for the team are ensuring that full and timely support is provided to the Wells Team in Iraq whilst satisfying the framework for cost recovery under which the Iraq region operates.
The Engineered Equipment & Pressure Control Category Specialist reports to the Engineered Equipment & Pressure Control Category Lead, Iraq.
Engineered Equipment & Pressure Control Category includes:

• Surface Wellheads and Tress, Artificial Lift (ESP)
• Emergency Well Control
• Well Testing
• Tubular Running Services
• OCTG etc..........

The Iraq Region utilises Ariba for all sourcing activity and the potential applicants should be aware of and experienced in applying best practice category management and sourcing processes.
Participate in the Well Services Sector Category Management to support the Category deliverables, typical activities includes:
• Responsible for the requisition to pay process implementation for the assigned category
• Continuous improvement in Contractor Safety performance and operational risk reduction with particular focus on Potential High Consequence Activities (PHCA) and improvement in process safety
• Support implementation of Contractor Safety Management Program and Supplier Quality Management common process
• Utilise financial analysis and ‘should cost modelling’ skills to evaluate
supplier price review proposals
• Work closely with supplier’s representatives and provides assurance plan.
• Coordinate supplier audits and implements corrective actions.
• Support Bids administration for category - preparation and dispatch of RFP packages, receipt of bids (as it relates to the Region).
• Work closely with the Category Lead in negotiation of contractual terms and contract drafting.
• Create consistent approach and value from contracts with well services contractors.
• Work with the Line and Global PSCM to achieve internal approvals to secure well services.
• Develop deep understanding of market terms and conditions.
• Bring more consistency and rigour in BP’s approach to the market and the negotiations process.
• Champion Team’s knowledge management efforts, such as sub-sector information update in knowledge sharing portal or Ariba Workflow.
• Support the Category Lead, contributing to the development of contracting strategies, terms of reference and market approaches, preparing sourcing plans, and identifying opportunities to leverage value or mitigate risk from changes in markets.
• Manage sourcing activities, prioritizing and rebalancing against business objectives.
• Undertakes due diligence in mitigating all external supply risk from supplier selection through to contract execution.
• Drive, support and promote the use of PSCM Common Process.
• Development of detailed Contract execution deliverables, including Briefs, Contractor Schedule of Responsibilities.
• MCIPS or equivalent professional PSCM qualification
• University degree (Bachelor degree) or equivalent.
• Experience with contract administration in a technical area
• Strong influencing and communication skills across a wide range of cultural environments
• Working across disciplines and cross-functional teams
• Demonstrable experience as a Procurement and Supply Chain specialist or financial/ business analyst.
• Experience working in the Middle East
• Arabic or Chinese speaker
• Experience working in a JV environment
• Sourcing & tendering experience, including use of e-sourcing tools e.g. Ariba
• Strong working knowledge of MS Office products i.e. PowerPoint, Access & Excel
• Strong understanding in compliance and ethics management.

The PSCM function is envisioned as a key lever to provide a significant contribution to BP's bottom line and is in the midst of implementing a new Strategy to enable BP to meet its targets on cash costs, capital expenditures and production.

E&P PSCM has a vision to provide a 'world-class' contribution that significantly adds to the profitability of the business. Inherent in this is the need to have the right organization, processes, practices and people with capabilities to deliver at the highest levels for BP.
