Position Summary
Inspects, observes, measures, records, analyzes, and reports contractor and company behavior, practices, equipment, facilities, and conditions throughout the mine property to ascertain compliance with company and governmental health and safety regulations, and policies.
Essential Functions and Responsibilities of the Position (other duties may be assigned)
Organize, direct, and participate in compliance performance inspections and observations using a combination of internal and external ad hoc resources. Scope to include but not be limited to: contractor and employee behavior and practices, equipment, facilities, practices, observed/measured use of required or recommended PPE, safety protocols, and other conditions or actions. Record and report findings using criteria and issuing “internal citations” that simulate federal inspectors.
Assesses, measures and reports effectiveness of training and practice through observation, testing, and other means.
Assesses establishment policies, procedures, and practices to ensure compliance with health and safety laws and regulations, determines gaps, and reports findings.
Regularly reports findings of compliance performance and gap analysis and trends of pattern of violations by area, function, and work group providing recommendations for corrective actions.
Assesses safety committee’s work place inspections and reports.
Participates in incident investigations to ascertain causes particularly compliance gaps.
Stays abreast of changes and interpretation to company federal health and safety laws and regulations affecting the operation and disseminates these changes to management. Coordinates with management and company legal counsel as authorized to improve understanding and compliance with laws and regulations.
Assists in development and presentation of compliance-related training as requested.

While performing the duties of this job, employees may be frequently required to stand, walk or sit for extended periods of time; use hand and fingers to handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; regularly required to talk and hear. The employee must regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision requirements for this job include close vision, distance vision, and the ability to adjust focus.
Employees may be frequently exposed to underground work environments; outside weather conditions, wet and/or humid conditions; extreme cold, extreme heat, potentially hazardous wildlife; moving mechanical parts; high precarious places; fumes or airborne particles, toxic or caustic chemicals; risk of electrical shock; explosives and vibration. The noise level in most work environments is usually very loud. This position may require occasional work on nights or weekends; daily commute to the work site by crew ferry and bus required.
Education Requirements
Four year degree in health and safety, compliance or related field; equivalent experience may be considered in lieu of degree requirements.
Experience
At least five years in an active compliance field, preferably in a health and safety role at a metal/nonmetal underground mine.
Training/ Special Skills
Expertise in regulations pertaining to metal/nonmetal underground mines
Ability to gather, analyze, and report data
Accurate and detailed inspection expertise
Strong skills using Microsoft word, excel, power point, and in-house reporting program
Excellent verbal and written communication skills
Strong leadership skills and qualities to oversee ad hoc groups
Demonstrated effective personal performance and leadership in a compliance environment
