Scope
Lead, plan, organize and control development and operation of Process Plant & Infrastructure to ensure that:
•Process Plant & Infrastructure development meets agreed corporate expectations in terms of safety, cost, production and environmental objectives.
•Provide technical, commercial and strategic leadership for the Mine Process Department Team. Ensure safe, professional and cost effective operation, maintenance and metallurgical efficiency, in alignment with corporate objectives and practices.
•This position is essential for achievement of the Succession Plan and Community Relations initiatives as assigned.
Specific Responsibilities/Essential Functions Provide leadership to ensure that employees and contractors adhere to safety and environmental standards that exceed worldwide industry practice and any applicable legislative requirements.
•Manage the Cliffs Chromite Mine Process Plant & Infrastructure Development & Operation to ensure agreed targets are achieved, within corporate safety and environmental guidelines in the areas of:
•Financial: Capital Cost, Profits, Cash Flow and Balance Sheet Review;
•Mill Availability, Throughput and Recovery; and
•Process Operating & Maintenance Costs and Capital Expenditure.
•Manage activities of the Process Department to assure cost effective and high quality metal recovery activities and to optimize Company’s financial status and net smelter return. Achieve reliable operation and maintenance of the Process Plant, to ensure optimum metallurgical efficiency are considered as Key Performance Indicators.
•Develop Metallurgical Reconciliation procedures to comply with Sarbanes Oxley Act. Collaborate with Mine and Geology Departments to develop overall Mine to Mill Reconciliation. Authorize monthly Metallurgical Reconciliation figures during Operation.
•Implement reporting functions for metal recovery, cost and commitment forecasts for Life of Mine.
•Co-ordinate concentrate shipments.
•Manage Succession Planning within the Process Department to ensure that Cliffs Chromite Mine achieves development of employees to assume positions of increasing accountability.
•Create a working environment which ensures Process Department employees gain new skills and achieve their full potential by the development of effective training and mentoring programmes.
•Responsible for managing Site Laboratory operations.
•In conjunction with the Security Manager, manage all aspects of Process Plant security to prevent theft and fraud.
•Assure alignment between Process Plant activities and other Departments at Cliffs Chromite Mine.
•Actively collaborate with the Cliffs Chromite Mine senior management team to ensure that targets for resource exploitation, budget KPI’s, capital management, cost control, safety performance, employee development, environmental management and corporate governance are achieved.
•Continually review every aspect of the Process Plant & Infrastructure to ensure that opportunities to add value and enhance shareholder wealth are identified and implemented.
•Facilitate creation of a workplace climate that ensures minimum disruption to work due to industrial relations issues.
•Actively participate in appropriate industry committees, government working parties and community groups to ensure that Cliffs interests are represented and protected.
•Relieve in position of Acting Mine General Manager when required during the Mine General Manager’s absence.
Education/Experience Requirements
Education: BSc. Chemical Engineering, BSc. Metallurgical Science or similar.
Experience:
•Minimum of 15 years progressive experience in a variety of process operations including development and start of operations. Experience with crushing, screening, DMS gravity recovery, metallurgical reconciliation and plant maintenance, with at least 5 years in a managerial role, is essential.
•Demonstrated skills with capital justification, budget development, expenditure and controls.
•Experience with operations and project development. Awareness of culture, business environment and infrastructures issues.
•Experience in systematic coaching and training of employees.
